With temperatures climbing, it does not take long for the frost to come out of the ground.

Calgary City Council has voted to repeal the city’s blanket rezoning policy following weeks of public hearings.

The vote passed 12–3, with councillors Myke Atkinson, Nathaniel Schmidt, and Andrew Yule opposing.

The policy allowed for more multi-unit housing types, such as rowhouses and fourplexes, on parcels that were previously limited to single-detached homes.

As part of the decision process, council heard from 411 speakers and received approximately 3,300 written submissions from residents with a range of perspectives on whether the policy should be repealed, replaced, or maintained.

While council has voted in favour of repeal, changes to land use rules are tied to the formal bylaw process and implementation timelines. This means there may be a period where current zoning rules remain in effect until those steps are completed.

Once the zoning is fully repealed, the land use is expected to revert to what was in place prior to the blanket rezoning. Based on current direction, it is also anticipated that a revised land use approach may be introduced to address evolving housing needs and provide additional housing options in a different form.

It’s also important to note that other land use tools, including the H-GO (Housing – Grade-Oriented) District, remain in place and are separate from this decision.

If implemented, this shift would move certain types of residential development back toward a case-by-case rezoning process.

Further clarity will come as the bylaw process is completed and implementation details are finalized.
