ENERGY
Quebec bans oil and gas developments
Quebec became the first jurisdiction in the world to ban oil and gas extraction and exploration last week, with all current drill sites slated to close over the next three years.

The bill specifically bans exploration of underground reservoirs for petroleum, revokes any licenses for exploration, and orders any wells opened by drilling to be closed and returned to their natural state. The bill does not cover things like pipelines or oil refineries.
Why it happened: Quebec was uniquely positioned to pass this new law for two reasons.

Oil and gas extraction is not an outsized part of its economy. Quebec doesn’t produce any oil, and though it does have an abundance of natural gas, there aren’t actually any natural gas production facilities in the province.

Public opinion of the oil and gas sector is much more negative than in other provinces, with citizen activism shutting down various oil and gas projects over the years.
Oil and gas companies that hold permits in the province are (to put it mildly) unhappy about this development, especially after the province decided on a compensation package for them valued at $100 million—a far cry from the $500 million they were asking for.

Gas advocates claim that this is a particularly untimely moment to pass this law as Quebec’s natural gas could help Europe replace Russian gas, with Quebec Energy Association president Éric Tetrault saying in a statement that Quebec is “renouncing its potential.”
Yes but: Quebec has two major oil refineries (which are capable of refining 402,000 barrels per day) that will still be able to operate and roughly 200 Quebec companies directly supply the oil sands with goods and services.

Bottom line: Quebec’s decision is a historic one, but there will be steeper political and economic challenges to replicating it in other parts of the country that are more dependent on oil and gas.
