Union Park Kingston Union Park is situated on the traditional territories of the Anishinaabe, the Haudenosaunee and the Huron-Wendat.

Union Park Kingston will create a new cornerstone for Portsmouth Village for the benefit of all existing neighbours in Portsmouth, Kingstonians in general, and the hundreds of people that will live at Union Park. These lands are today also home to a diverse community of First Nations, Métis, and Inuit. This acknowledgment is a sign of our recognition of and respect for Indigenous people living in this area.

A few enquiries have come in recently asking about our progress on the Union Park Kingston proposal. It reimagines the site of the former Prison for Women as a vibrant mixed-use neighbourhood for the benefit of all neighbours, Kingstonians, and the hundreds of people that will live and work there.

Since filing our applications on June 30, 2021, we have met with many neighbours and community groups, hosted two open houses, hosted one statutory public meeting, and answered many questions from our neighbours. During recent months, we have continued to work with the City of Kingston, its planning department, and our neighbours to address technical comments related to our proposal. We are working on some changes to our plans that incorporate the feedback we have received to date, and anticipate that the community at large, especially our immediate neighbours, will be pleased with these changes.

It is a complex proposal that incorporates residential condominium units, a hotel for short-term and extended stays, a senior’s retirement residence, a public art wall, a substantial community-oriented park and connecting pathway, and a proposed healing garden in collaboration with the P4W Memorial Collective. Discussions with the City have led to progress on a number of planning, architectural, traffic, heritage, and cultural matters. We are now sorting out a few last issues that remain to be resolved and are anticipating a resubmission within the coming months.

Due to the many break-ins into the building and theft of copper wiring and plumbing, the City of Kingston has given permission for us to commence the limited removal of interior copper wire and plumbing. No interior demolition of the building and no heritage features, cells, or locking mechanisms will be removed during this phase.

If you want to visit Kingston for a short stay of a few days or a weekend, there are lots of great options: from traditional hotels, to historic boutique hotels, to bed and breakfasts, and more. (We’re biased, but The Frontenac Club is one you should definitely check out!)

What if you’re staying for several weeks, or even months?

While it’s not as common, Kingston does attract many visitors who come to town for lengths of time that make a home rental or purchase unfeasible, while also making a traditional hotel stay impractical.

For example: visiting academics, scholars, researchers, or graduate students needing seasonal residencies; out-of-town contract workers such as construction teams and film crews; those visiting family members who are ill and needing support due to medium- or long-term health challenges; artists-in-residence; and visiting members and longer-term guests of our military.

These are just a few examples of people who might need amenities not typically offered by traditional short-term accommodation options. And there are many people for whom this is a real need, as identified by Tourism Kingston (Visit Kingston) in its destination strategy and in the City of Kingston - Municipal Government Housing and Homelessness Task Force report.

The full site is approximately eight acres, and just shy of 75 percent of the land will be left as parks, walkways, and roads. Within this (almost) 75 percent, Union Park Kingston will add a walking path between Union and King Streets, a Healing Garden in collaboration with the Prison for Women Memorial Collective, and the West Yard Park.

Over the next 20 years, Canada’s seniors population — those age 65 and older — is expected to grow by over two-thirds, according to the Canadian Institute for Health Information. Locally, the City of Kingston predicts that seniors will constitute a quarter of Kingston’s population by 2036.

Those seniors will need places to live. Yet, while you might like to stay in the same neighbourhood you have lived for years or even decades, there are many challenges in doing so due to a lack of senior-geared housing particularly near Kingston’s downtown core.
