New First-Time Homebuyers Program Reduces Minimum Down Payment

A new program launched today, February 3, will make it easier for Nova Scotians to become homeowners, faster.

Through the First-time Homebuyers Program, the required down payment is two per cent of the purchase price, which is less than half the usual minimum down payment. The Province is partnering with Atlantic Central and credit unions across Nova Scotia to deliver this pilot program as a way to help Nova Scotians overcome one of the barriers to buying a home.

“Nova Scotians told us that in today’s rental market, they are struggling to save the down payment to buy a new home,” said Housing Minister John White. “This program is making it more affordable to come up with a down payment and easier to make the dream of homeownership a reality.”

To qualify for the program, the borrower must be a resident of Nova Scotia and also meet the following criteria:
- have a household income of $200,000 or less
- pass the Canada Mortgage and Housing Corp. stress test to determine the maximum mortgage they can carry
- have a credit score of 630 or higher
- be a Canadian citizen, permanent resident or an immigrant with a sponsorship letter from the Nova Scotia provincial immigration program.

Previous homeowners who have not owned a home in the last four years may also be eligible.

There is a cap on the price of homes for buyers in the program – $570,000 in Halifax Regional Municipality and the Municipality of East Hants and $500,000 in the rest of the province.

Nova Scotians interested in obtaining a mortgage through the First-time Homebuyers Program should contract their local participating credit union. The Province is acting as a guarantor for mortgages through the program. If a buyer defaults and the lender ends up reselling the home at a price lower than the outstanding mortgage, the Province will cover 90 per cent of the shortfall.

Housing starts are up 36 per cent over the past two years, and in the first two years of the Province’s five-year housing plan, every goal has been exceeded, with the conditions created for more than 68,000 new housing units. The plan is working to reduce barriers, speed up development and get thousands of people in housing need in new homes, faster.

Quick Facts:
- the minimum down payment on homes up to $500,000 is typically five per cent; for homes costing up to $570,000, it would be five per cent on the first $500,000 and 10 per cent on the remainder
- Atlantic Central is the trade association for member credit unions in Atlantic Canada; the organization was selected through a competitive process to administer the pilot program
- household partners can apply together provided they have lived together for at least 12 months or are newlyweds
- borrowers will not be required to obtain separate mortgage insurance, which is typically required for mortgages with less than a 20 per cent down payment
- interest rates will be capped at prime plus two per cent

Speeding Cameras are coming soon to Nova Scotia. Under the new Traffic Safety Act they will be changing how enforcement works in the province. The province will be mailing the vehicle owner the ticket.

No matter what the thoughts are on these cameras, I feel with the lack of enforcement in our province, Now is the time to start following the law. Day in, and day out we see multiple cars running red lights, Dashcam footage of bad drivers, Speeders etc

We need to change our thoughts and attitude towards safe driving. Daily there are multiple accidents all over HRM and the province. Let's take a minute to think defensively, We all want to get home safe to our families.

A few tips for good Defensive Driving
1. Give yourself plenty of time to get to your destination, Rushing only adds to the danger.
2. Use the OEA Driving Strategy, Observe, Evaluate, and Act - Observe the roadway for the potential dangers, Evaluate what you see, and act on the best decision.
Red means stop, As does Yellow. If you cannot stop safely, and are too close to the intersection, that is the only time you may enter with a yellow light.
3. You may be the main character in your own life, but not others. Be patient and give people the benefit of the doubt.
4. Evaluate your own driving, especially after a "close call" We all get complacent and comfortable the more we drive. Defensive or safe driving is a life long thing, not just when your 16 taking drivers ed.
5. Put your phone down... Your text message, Snap, Facebook message etc, it is not that important and can wait.

If you need to brush up on your driving skills, and feel you would benefit. Take a Defensive Driver course. Most schools us included, offer them. They are a great way to stay informed of driving laws, and how to drive safely.

Traffic Advisory – Glendale Drive – Culvert Replacement

Beginning on Monday, November 17th and continuing until approximately December 19th, Sackville Trenching, on behalf of Halifax Water, will complete two culvert replacements located at Glendale Drive and Raymond Drive and Glendale Drive and Metropolitan Avenue, Lower Sackville.

The following traffic control will be in place Monday to Friday from 7:00 AM to 7:00 PM:

• Glendale Drive will have a lane drop with stop-and-go or an altered centre line, with two-way traffic maintained, depending on the time of day.

For periods of the project, the following traffic control will be in place 24/7:

• Raymond Drive will be open to local traffic only.

Motorists should expect delays and use alternate routes. Motorists are also reminded that speed fines double in work zones.

Halifax Water services will be maintained during this work.

To ensure the safety of our communities and our staff, please maintain a safe distance when Halifax Water staff or contractors are working in your area.

Province Moving on Highway 102 Improvements

Improvements to one of the busiest sections of Nova Scotia’s road network will make commuting easier, support more housing and give people more transportation options.

As part of the Highway 102 improvement project, a request for proposals was issued today, October 31, for a consultant to identify future corridor requirements and produce preliminary design work for the area between exits 0 and 4 in Halifax Regional Municipality.

“This segment of the 102 is used by 60,000 people daily, and it’s an important part of the province’s goods movement network,” said Public Works Minister Fred Tilley. “The Highway 102 improvement project has the potential to be one of the most significant transportation projects in Nova Scotia’s history and could support economic growth and housing development for the next 20 years.”

The design will include:
- safety upgrades to the interchanges connecting the 102 with Highway 101 (exits 4A and 4B), Highway 107 (Exit 4C), Hammonds Plains Road (Exit 3), and Kearney Lake Road (Exit 2)
- enhancements for 20 kilometres of the 102 between Highway 107 and Bayers Road (Exit 0), focused on safety, capacity to move more people and improved efficiency; these could include modernizing challenging interchanges and establishing high-occupancy vehicle lanes.

The Department of Public Works and Link Nova Scotia have already initiated early planning activities for the project, including traffic counts and performance data, environmental screening and constraint mapping, archaeological investigations and hydrological assessments.

The Province has also completed a high-precision survey of the entire corridor using LiDAR, a remote sensing method that uses pulsed laser light to measure distances and create high-resolution 3D models, to support future design and evaluation efforts.

There wil be a new crosswalk with RA-5 flashing beacons installed on Cobequid Road and Hillside Avenue near civic #111.
The bus stops will also be relocated to accommodate the new crossing.This work will be carried out as part of the 25/26 Capital Budget.Construction will commence Sept 24 until approximately November 21.

For those inquiring about the orange Markings on Beaver Bank Road from Sackville Drive to Stokil/Millwood.
In the next 2 weeks Cumberland Paving will be doing planar and spreader patching on this section of BB Road to extend the life a few more years until full recapitalization.
The “ Dip” in the road at the bottom of the hill northbound will be repaired and the potholed section southbound going up the hill will be repaired. There will be traffic delays when this work will be carried out.
