Formal Complaint: Distraction Theft and Failure to Properly File Police Report

I am writing to formally report a serious incident of distraction theft involving my elder sister, Ms. Bushra Haroon, age 79, who resides in Brampton at 46 Glen Grove Crest, and to raise concern regarding the handling of her case at the police station.
On Thursday, between approximately 12:00 p.m. and 12:30 p.m., my sister was gardening outside her residence when a vehicle (a Honda CR-V) approached. A man (driver) and a woman (passenger), appearing to be of Caribbean origin, asked her for directions to an Indian grocery store. While she was standing near their car and assisting them, the woman engaged her in conversation and extended her hand in gratitude, stating that my sister reminded her of her mother.
The situation quickly escalated into a distraction theft. The woman placed an artificial chain around my sister’s neck and attempted to gift her a bangle. During this time, the male driver reached out from the car and held my sister’s hand, further distracting her. The woman then removed my sister’s real gold bangles under the pretense of putting on the gifted item.
Although my sister realized briefly and tried to secure her belongings by placing her gold bangles in her jacket pocket, the suspects managed to steal both her gold chain with pendant and her gold bangles from her pocket before leaving the scene. They also left behind artificial jewelry wrapped in paper.
My sister is a cancer survivor and diabetic, making this incident particularly distressing and traumatic for her.
Immediately after the incident, she sought assistance from a neighbour and went to the police station. She provided a full statement to a female officer, and an officer in charge confirmed that a report would be filed. She was given a report number at that
However, when she returned to the police station on Monday to follow up, she was informed that no report had been filed. Instead, she was given a card and told that there are “400 cases” and that she would be contacted if necessary. This response is deeply concerning and unacceptable.

Confirmation that the incident is officially recorded and properly documented.
Immediate investigation into the theft.
Clarification as to why no report appears to have been filed despite her initial visit and statement.
Assurance that appropriate procedures will be followed in handling this case.
This incident not only involves a serious crime targeting a vulnerable senior but also raises concerns about the adequacy of the response and accountability within the police service.
