Today we’re proud to share the Windmill Group of Companies’ 2025 Sustainability Report.

We persevere by continuing to lean into: Partnerships. Projects. Progress.

This past year, through our development projects and advisory practice, we demonstrated that progress towards building better can still be made, even in difficult times. By leaning into sustainability, instead of backing away from it, we created some of the most interesting and innovative multi-residential projects Canada has ever seen and paved the way for others to follow suit.

We’re proud to see our project Hälsa at 230 Royal York, developed in partnership with Leader Lane Developments featured in Novae Res Urbis Toronto, highlighting how innovation in design can unlock smarter, more sustainable housing delivery.

At 230 Royal York Road, we're advancing a nine-storey mass timber residential building that demonstrates how modern methods of construction—like prefabrication and efficient core design—can help address housing supply challenges. By rethinking traditional approaches, this project maximizes usable space while maintaining safety and performance, offering a scalable model for mid-rise development.

As Canada continues to prioritize housing delivery, we're seeing more and more how Windmill’s approach to development closely aligns with the objectives of Build Canada Homes and public sector partners. By advancing solutions that support faster delivery, greater standardization, and improved sustainability, this project demonstrates how our model can contribute meaningfully to our shared goals of increasing housing supply across the country.

Great to see our President Reeds featured in today's Financial Post.

The recent announcements made by the Ontario and federal governments— cutting municipal development charges by 50% and eliminating HST on new homes — is meaningful progress. As Jeremy noted in Garry Marr's piece, "It's the right start and the right support that is starting to come from the federal and provincial level."

But let's be clear: getting developers off the sidelines takes more than fee reductions alone.

At Windmill, we've long believed that meeting Federal and Provincial housing targets demands bold, multi-layered thinking. Here's what that looks like in practice:

We remain committed to innovative approaches like pre-fabricated mass timber. This isn't just about building faster, it's also about stimulating the broader Canadian economy.

🤝 Public/Private Partnerships
The opportunity to collaborate across sectors has never been greater. Models where public and private partners come together to deliver projects (like our project at 2444 Eglinton), are essential to bringing affordable units to market at scale.

The macroeconomic and geopolitical environment remains complex. Cost escalation is real. Consumer confidence still needs to find its footing. Fee reductions help, but they're one piece of a much larger puzzle. The people who will drive Canada's housing future forward are those investing in innovation, collaboration, and long-term thinking. That's exactly where Windmill is focused.

With spring at our doorstep and the soil warming, we're spotlighting The Plant, our award-winning residence that integrates urban living with urban farming.

A joint venture with Properties, this innovative 10-storey condo project comprises 74 residential units and 25,000 square feet of office and retail space, including Windmill's Toronto office.

The Plant was inspired by a desire to embed urban agriculture into all aspects of urban living. The innovative suite design, with their oversized balconies, maximizes sun exposure so every resident can nurture their own garden. The amenity space is both a communal kitchen and a community planting area. The south facing wall acts a greenhouse so residents can get an early start on their planting, and the outdoor terrace has container gardens, event space and beautiful climbing vines. Before construction started, we partnered with the Bowery Project to install a container garden in the parking lot. The produce grown there was then donated to a local non-profit.

We're proud to call this remarkable community our headquarters in Toronto. The Plant is a tangible example of our mission: delivering high-performance, community-centered housing that benefits both people and the planet.

Financial wins and clarity are key to proving the value of decarbonization.

Earlier this month, our Partner of Communications & Impact, Mcminn, joined other industry leaders at CAGBC's Green Building Business Summit to discuss how businesses can move from mission statements to action.

The key takeaway? Decarbonization is good for people, planet, and the bottom line. But the industry needs better tools, clearer data, and stronger frameworks to communicate that value to investors and stakeholders.

We're pleased to share that Jenny McMinn, our Partner of Communications & Impact, will be joining a panel of judges for the MURB Modelling Challenge, hosted by Natural Resources Canada (NRCan)'s LEEP team and Ontario Home Builders' Association (OHBA). Together, the panel will be leading a fast-paced, Dragon’s Den style forum where teams will pitch their technology pathways and design strategies for a deep dive into costs, barriers, and opportunities for high performance multi-family buildings in the GTA.

At Windmill, we believe that accelerated housing delivery starts with innovation. Our projects, like Hälsa 230 Royal York, have demonstrated how housing innovation can unlock sites, capital, and approvals for scalable housing. For over 20 years, Windmill has been delivering industry firsts in real-world market conditions, leveraging low-carbon building solutions that support quality and scale since 2003. We're excited to see the industry adopt more of these tools as we work together to solve our housing challenge.

The Eddy in Hintonburg, Ottawa, is a standout example: LEED-platinum certified, mixed-use, one of Ottawa's first mid-rise condominiums to use a geo-exchange system for heating and cooling, and Ontario's first fully-automated puzzle parking system. Completed in 2016, these innovations are aren't just concepts - they've produced real world impact, and we're carrying these learnings forward to drive further industry change.

Recently, our Director of Development Ross Farris, chair of ULI Ottawa, hosted leaders from across Canada at a retreat. The goal? Form a Canada Council made up of senior leaders from across our country who are united in improving our industry and increasing the prominence of Canadian land development on the international stage.

This year's retreat proudly showcased all the incredible things that are happening in our nation's capital, including looks inside public federal developments, the new Ottawa Civic Hospital campus construction, private residential developments, and more.
