If we’re serious about outcomes, we need to be serious about evidence. Ottawa is considering a Renovation Licence By-law aimed at bad-faith evictions.

The goal is understandable.

But before expanding regulation city-wide, we should ask:
- How widespread is the issue?
- What verified data supports systemic abuse?
- What are the projected impacts on rental supply?

Good housing policy aligns enforcement with evidence and incentives - not simply pressure.
