City of Surrey has recently approved zoning bylaw changes to permit secondary suites—also known as "lock-off suites"—in new townhouse developments. This decision was made during the Regular Council meeting on April 28, 2025, as part of the city's efforts to address the housing crisis by increasing affordable rental options and supporting homeowners with additional income streams.

Key Details of the New Policy:
1) Where it's allowed: Secondary suites are permitted in new townhouse developments located within Transit-Oriented Areas and Frequent Bus Stop Areas.

2) Applicable zones: The bylaw changes apply to three multi-unit residential zones: RM-15, RM-23, and RM-30.

3) Suite size and proportion: Each lock-off suite must be at least 30 square meters (approximately 323 square feet) and occupy less than 40% of the habitable floor area of the principal unit.

4) New construction only: These suites are permitted only in new townhouse constructions with building permits issued after the approval of the amendments.

5) Fees and charges: Development Cost Charges and Community Amenity Contributions will be calculated based on the total floor area, including the lock-off suites.

This policy aims to provide homeowners with a source of revenue to help with mortgages, increase the stock of affordable rental housing, and facilitate the rapid introduction of new rental units to the market. By focusing on areas with frequent transit service, the city also encourages residents to consider alternatives to car ownership.

The Bank of Canada cut its benchmark interest rate by 0.25% to 2.75% on Wednesday, marking its seventh consecutive reduction, as the U.S.-Canada trade war weighs on the economy. Governor Tiff Macklem warned that ongoing tariff uncertainties are harming business and consumer confidence, threatening inflation stability and economic momentum from prior rate cuts.

Economist Avery Shenfeld noted that Canada's economic strength earlier in 2025 might have prompted a pause in rate cuts, but the escalating trade conflict changed the outlook. The U.S. imposed 25% tariffs on Canadian steel and aluminum on March 4, prompting Canada to retaliate. Macklem cautioned that prolonged tariffs could severely impact growth in Q2 2025.
