Ontario’s new Fighting Delays, Building Faster Act (Bill 60) is finally taking meaningful steps toward fixing one of the biggest issues in our rental housing system: the severe backlog at the Landlord & Tenant Board. These delays have created massive financial hardships for both Landlords and Tenants, and it’s long overdue for the system to start functioning the way it was intended.

Bill 60 aims to bring more fairness and balance to the process. It builds on the strong tenant-protective legislation introduced in 2021, which was designed to stop bad-faith evictions and protect renters from unscrupulous landlords. Those protections were important — and still are.

But we also saw an unintended consequence: a small number of bad-faith tenants learned how to exploit the system. And when good landlords leave the market because they can no longer afford to stay in it, everyone loses — especially renters, because this creates upward pressure on rent prices across the board.

The truth is, the vast majority of Landlords and Tenants are responsible, respectful, and trying their best. I represent both every day, and I see the good work happening on both sides. But I’ve also witnessed a handful of cases where one party showed complete disregard for the safety and well-being of the other — and those situations have caused real, lasting damage and even trauma.

That’s why Bill 60 matters.
It’s designed to:

✔️ Reduce wait times for hearings
✔️ Hold both sides more accountable
✔️ Prevent misuse of the system
✔️ Keep responsible Landlords in the market
✔️ Protect Tenants from unsafe or unlawful situations
✔️ Create clearer guidelines and more consistent outcomes
✔️ Lessen financial hardship caused by long delays

In this post, I’ve broken down the main changes, highlighted the pros and cons for both Landlords and Tenants, and cleared up some common misconceptions that continue to circulate.

A fair system benefits everyone.
This bill isn’t a perfect solution, but it is a strong start toward stabilizing Ontario’s rental market and restoring confidence for the people who live and invest in our communities.
