1. Project Overview

Synergy Property Management Solutions is seeking quotations from qualified professional electrical engineers ( P.Eng. Licensed in Ontario ) for the preparation of stamped electrical drawings and related engineering services to ensure compliance with the updated Ontario Fire Code (O.Reg.213/07) as amended by O.Reg.87/25 and subsequent changes effective January 1, 2026).

The project involves assessing the existing electrical systems at Holy Cross Villa a 30 unit multi-residential non-profit building located at 411 Frontenac Bay, Thunder Bay, Ontario, and producing detailed design drawings / specifications for upgrades required due to recent Fire Code amendments. Key Focus areas include:

• Installation and Interconnection of smoke alarms (including visual signaling components and potential wireless interconnection where permitted).
• Expanded Carbon Monoxide (CO) alarm requirements (installation on every story, in suites, service rooms, public corridors, and areas with fuel-burning appliances, fireplaces, or attached garages; conformance to relevant standards including visual signaling where required).
• Fire alarm system modifications, inspections, and verifications (compliance with CAN/ULC-S536:2019 for inspection/testing and CAN/ULC-S537:2019 for verification; standard reporting).
• Emergency lighting and exit signage upgrades (illumination levels, backup power, and integration with fire safety systems).
• Any related electrical infrastructure (e.g., power supply for alarms/detection systems, wiring, panels, and controls) to support enhanced fire detection, occupant notification, and life safety.
The deliverables must be suitable for submission to the local municipal fire department, building department, Electrical Safety Authority (ESA), and/or other authorities having jurisdiction (AHJ) for permits, inspections, and compliance certification.

2. Scope of Services Required
The selected consultant shall provide the following:
• Site Visit(s) and existing conditions assessment (including review of current electrical drawings, fire alarm/smoke/CO systems, emergency lighting, and related infrastructure).
• GAP analysis/report identifying non-compliances with the 2026 Ontario Fire Code changes ( specific references to relevant sections e.g., smoke CO/alarms locations, interconnection, fire alarm standards).
• Detailed stamped electrical engineering drawings (in PDF and editable formats, e.g., AutoCAD) including:
• Single line diagrams.
• Power distribution and panel schedules (updated for new loads).
• Wiring Diagrams and device locations for smoke alarms, CO alarms, fire alarm initiating/notification devices.
• Emergency lighting and exit sign layouts(with illumination calculations if required).
• Specifications for equipment/material (e.g., UL.CSA-listed devices, battery backup requirements).
• Load calculations and coordination with existing electrical capacity. Specifications and bill of materials (BOM) for procurement/installation.
• Coordination with other disciplines (e.g. mechanical /fire protection) if applicable
• Preparation/support for permit applications and responses to AHJ comments.
• Optional: Construction period services (e.g., shop drawing review, site inspections, as-built drawings) – quote separately.
All work must comply with:
• Ontario Fire Code (as amended 2026).
• Ontario Building Code (2024 edition where intersecting).
• Ontario Electrical Safety Code (OESC 2024/29th Edition effective May 1, 2025).
• Relevant standards (e.g., CAN/ULC – S526 for visual signaling, NFPA references if adopted).
• Professional Engineers Ontario (PEO) standards.

3. Submission requirements
Quotes must include:
• Firm name, P.ENG. lead contact (with PEO License number), and team qualifications/experience with Similar Ontario Fire Code compliance projects.
• Detailed breakdown of fees (lump sum or hourly rates + estimated hours) for each scope item, including reimbursables (e.g., travel, printing).
• Separate pricing for optional construction administration services.
• Proposed timeline (from award to final stamped drawings).
• Proof of professional liability insurance (minimum $2 million).
• References from at least 2 similar projects completed within the last 5 years.
• Any assumptions/exclusions (e.g., number of site visits, building size/complexity).

4. Evaluation Criteria
Submissions will be evaluated based on:
• Price (40%).
• Qualifications and relevant experience (30%)
• Proposed approach/timeline (20%)
• Value added services (10%)

5. Terms and Conditions
• The Owner reserves the right to accept or reject any/all quotations, or to negotiate with one or more respondents.
• Quotations are valid for 60 days from closing date.
• The successful proponent will enter into a standard consulting agreement.
• All work must be completed by a licensed Professional Engineer (P.Eng) in Ontario.
• Confidentiality: All information is proprietary; do not share without permission.
Please confirm receipt of this RFQ and direct any questions (in writing) by February 28th,2026 to avoid impacting the closing date. Site visit date to be determined. Addenda will be issued if required.
