🏠🏙️ How will Vancouver’s new ODP affect low-rise zoning, project timelines & affordable housing rules?
The City of Vancouver is taking decisive action to fast-track municipal homebuilding. Following the formal adoption of the city-wide Vancouver Official Development Plan (ODP) on March 31, 2026—a 30-year blueprint for equitable growth—local planners introduced the Villages Planning Program. This strategy targets lower-density neighborhoods by introducing a sweeping, city-led “blanket pre-zoning” policy. The initiative encompasses roughly 13,000 properties, representing 96% of the land within these designated zones.
By pre-zoning these tracts, the City removes the traditional, year-long rezoning application hurdle for builders, significantly accelerating the pipeline for low-rise multi-family housing & neighborhood commercial spaces.
🏗️ Core Objectives & Permitted Building Types:
The framework permits residential & mixed-use structures up to six storeys high, aiming to deliver several key outcomes:
🔹17 Designated Hubs: The streamlined pre-zoning policy applies specifically to 17 distinct village hubs across Vancouver.
🔹Diverse Housing Options: The plan introduces accessible options for low- & moderate-income residents just off major arterial roads.
🔹Commercial Vitality: It expands existing shopping strips & integrates retail directly alongside public & community facilities.
🔹Infrastructure & Amenities: Development contributions will fund street-level community upgrades, including childcare, cultural hubs & expanded park spaces.
🔹West Side Affordability Rules: To capture land value & secure community benefits, Strata Townhouse (R3-4) developments on single large lots must allocate 8% of residential floor space to social housing OR pay a cash-in-lieu fee of $44/sq. ft.
