MLS®房价指数 (Home Price Index- HPI) 是衡量房地产价格的指标,与传统工具(例如平均价格或中位数平均价格)相比,可以更清晰地了解市场趋势。

平均价格或价格中位数可能会在一个月之间发生很大变化,得出的价格和趋势图未必准确。 MLS® HPI 则基于买家心目中对于各种住房性质的价值,住房性质价值往往会随着时间变化。 HPI更易于作出“苹果对苹果”比较。因此,HPI 被视为衡量社区房价水平和趋势的最先进、最准确的工具。

每个月HPI 都会使用超过 15 年的 MLS® 系统数据和复杂的统计算式,根据成交房屋的特征来定义「典型」房屋,再利用这些基准来对加拿大社区中不同类型的房屋进行数据追踪。

7月份的MLS® HPI显示,

The MLS® HPI is a measure of real estate prices that provides a clearer picture of market trends over traditional tools such as mean or median average prices.

The MLS® Home Price Index (HPI) is commonly recognized as the most advanced and accurate tool to gauge a neighbourhood’s home price levels and trends.

Average or median prices can change a lot from one month to the next and paint an inaccurate picture of price values and trends. The MLS® HPI is based on the value home buyers assign to various housing attributes, which tend to evolve gradually over time. It therefore provides an “apples to apples” comparison of home prices across the entire country.

Each month, the MLS® HPI uses more than 15 years of MLS® System data and sophisticated statistical models to define a “typical” home based on the features of homes that have been bought and sold. These benchmark homes are tracked across Canadian neighbourhoods and different types of houses.

The MLS® Home Price Index composite benchmark price for all residential properties in Metro
Vancouver is currently $1,207,400. This represents a 10.3 per cent increase over July 2021 and a 2.3 per cent decrease compared to June 2022.

The benchmark price for a detached home is $2,000,600. This represents an 11 per cent increase from July 2021 and a 2.8 per cent decrease compared to June 2022.

The benchmark price of an apartment home is $755,000. This represents an 11.4 per cent increase from July 2021 and a 1.5 per cent decrease compared to June 2022.

The benchmark price of an attached home is $1,096,500. This represents a
15.8 per cent increase from July 2021 and a 1.7 per cent decrease compared to June 2022.

卑诗省政府新增房屋销售「冷静期」

此条例将于 2023 年 1 月 1 日生效。不论Subject条款如何,买家在签订合同后将有三个工作天「冷静期」,决定要否退出交易。省政府声称这条例有助确保所有买家都有机会进行尽职调查,例如获得融资或安排房屋检查。

关于「冷静期」的要点:

🔷在这三天内退出合同的买家必须支付 0.25% 的撤销费。例如,如果买家对价值 100 万元的房屋行使撤销权,他们将被要求向卖方支付 2,500 元。撤销费是支付给卖方的。
🔷经纪人必须向所有客户披露「冷静期」的资讯。
🔷此「冷静期」为强制性,不能豁免。
🔷冷静期」不适用于预售房产,因为预售房产已受《Real Estate Development Marketing Act》的约束。其他不适用的房屋销售包括:
- 受《Real Estate Development Marketing Act》第 21 条约束的房地产
- 位于租赁土地上的住宅房地产
- 租赁的合同下的住宅房地产 (leasehold interest)

BC government introduces “cooling off” period for home sales

The period will be effective January 1, 2023. Buyers will have three business days to back out of a residential purchase after signing the contract, regardless of subjects. The province claims that it will help ensure that all homebuyers have an opportunity to conduct due diligence, such as securing financing or arranging home inspections.

Some key points about the period:

🔷Buyers who back out of a contract within this three-day period will have to pay a rescission (cancellation) fee of 0.25%. For example, if the purchaser exercises the right of rescission on a $1-million home, they’d be required to pay the seller $2,500. The rescission fee is paid to the seller.
🔷Licensees must provide general information on the period to all clients through the Disclosure of Representation in Trading Services.
🔷The period is mandatory and can’t be waived.
🔷The new period doesn’t apply to presale properties, which are already subject to a rescission period under the Real Estate Development Marketing Act. There are other exemptions including sales:
- Subject to section 21 of the Real Estate Development Marketing Act.
- Of residential real estate located on leased land.
- Of leasehold interest in residential real estate.
- At auction.
- Under a court order or supervision of a court.
🔷Homebuyers must serve rescission notice to the seller.
🔷Licensees must also provide an additional mandatory disclosure when presenting an offer to a client, outlining:
- that the protection period can’t be waived,
- the rescission period,
- the dollar amount of the rescission fee,
- deposit handling, and
- the homebuyer protection period exemptions.

For all property types, the sales-to-active listings ratio for July 2022 is 18.3 per cent. By property type, the ratio is 11.8 per cent for detached homes, 20 per cent for townhomes, and 24.5 per cent for apartments. Generally, analysts say downward pressure on home prices occurs when the ratio dips below 12 per cent for a sustained period, while home prices often experience upward pressure when it surpasses 20 per cent over several months.

“After two years of market conditions that favoured home sellers, home buyers now have more selection to choose from and more time to make their decision,” John said. “In today’s changing housing market, both home buyers and sellers should invest the time to understand what these changes mean for their personal circumstances.”

买家需求减弱和待售房屋供应逐渐增加,标志大温区房地产市场进入一个新的周期。
根据大温房地产局 (Real Estate Board of Greater Vancouver) 数据显示,2022 年 7 月住宅销售总量为 1,887 房,比 2021 年 7 月的 3,326 房下降 43.3%,亦比 2022 年 6月的 2,444 房下降 22.8%。

7月份的销售额与十年来 7 月份的平均销售额比較,低出 35.2%。
大温房地产局主席 Daniel John 表示:「为了应对利率上升和担忧通胀,买家表现更加谨慎。这使得过去三个月大温区待售房屋的选择增加及其价格微微下降。」

Home buyer demand continues to ease across Metro Vancouver
VANCOUVER, BC – August 3, 2022 – Metro Vancouver’s housing market has entered a new cycle marked by quieter home buyer demand and a gradual rise in the supply of homes for sale.
The Real Estate Board of Greater Vancouver (REBGV) reports that residential home sales in the region totalled 1,887 in July 2022, a 43.3 per cent decrease from the 3,326 sales recorded in July 2021, and a 22.8 per cent decrease from the 2,444 homes sold in June 2022.
Last month’s sales were 35.2 per cent below the 10-year July sales average.
“Home buyers are exercising more caution in today’s market in response to rising interest rates and inflationary concerns,” Daniel John, REBGV Chair said. “This allowed the selection of homes for sale to increase and prices to edge down in the region over the last three months.”
