Recently, I reached out to both provincial and federal representatives with an idea I believe is worth discussing:

Allow foreign buyers/investors to purchase NEW CONSTRUCTION properties in Canada that are subject to HST — while maintaining the current restrictions on foreign purchases of existing/resale homes.

Why?

Across markets such as the GTA, a significant amount of newly constructed inventory is sitting unsold. At the same time, builders are facing slower sales, higher carrying costs and greater uncertainty when deciding whether to move forward with future projects.

My proposal would create a targeted exemption designed to:
- Help absorb existing new-construction inventory
- Support builders and future housing development
- Generate economic activity and applicable HST revenue
- Bring additional capital into the housing sector
- Protect the resale market by limiting the exemption specifically to qualifying new construction

I shared this idea with government representatives and was very encouraged by the responses I received and their willingness to consider the proposal. This could help stimulate Canada’s housing market without putting additional pressure on the resale housing market.

While conversations surrounding housing policy can often become political, that is not my intention here. I have no interest in turning this into a political discussion or taking a political position. My focus is solely on our housing market and exploring practical ideas that could help stimulate activity, support new construction, and strengthen the industry as a whole.

Would you support allowing foreign buyers to invest in new-build, HST-applicable properties only, while keeping the foreign-buyer restrictions in place for resale homes?
