Fees for appealing taxes primarily relate to property assessment revisions. Note that you cannot appeal the tax rate itself, only the assessed value or classification of your property.
Property Assessment Appeal Fees
The fee depends on the type of property and the level of the appeal.
• Board of Revision (First Level):
◦ Residential Properties: $61.00 to $66.00per property.
◦ Income-Producing/Commercial Properties:
▪ Assessed value of $599,999 or less: $61.00.
▪ Assessed value $600,000 to $4,999,999: Approximately $13.10 per $100,000 of value.
▪ Assessed value over $5,000,000: Capped at $660.00.
• Manitoba Municipal Board (Second Level):
◦ If you disagree with the Board of Revision's decision, you may appeal further. The fee is $10.00 for every $100,000 of assessed value, with a minimum of $50.00 and a maximum of $500.00.
Important 2026 Deadlines
For the 2027 Realty Assessment, which impacts your future taxes, the City of Winnipeg has established specific windows for review and appeal:
• Residential Preview Program: Runs from January 26 to April 10, 2026. This allows property owners to discuss proposed values with staff before formal rolls are finalized.
• Formal Appeal Window: Applications for revision can be filed from June 4, 2026, until the deadline of June 29, 2026, at 4:30 p.m. CT.

• Payment: Fees are non-refundable and must be paid at the time of application via credit card, debit, cheque, or cash.
• Taxes Due: You must still pay your property taxes by the June 30 deadline even if an appeal is in progress. Successful appeals will result in a refund of overpaid taxes.
