Land Registry: Traditional Chiefs Now Authorized to Issue Provisional Land Titles Starting April 2026
As from April 1, 2026, a major reform will take effect in land management in Cameroon. Through a circular letter signed on February 20, the Minister of State Property, Surveys and Land Tenure, Henri Eyebe Ayissi, has authorized third-class traditional chiefs to issue provisional land certificates for lands falling under the national domain.
Two new documents have been introduced: the Certificate of Recognition of Customary Land Rights (ARDFC) and the Certificate of Peaceful Enjoyment of Land (AJPTER). These documents will serve as initial proof of occupation or exploitation, pending the possible issuance of a definitive land title.
The measure aims to better protect customary land rights and reduce land-related conflicts by more actively involving traditional authorities in local regulation. Only land that has been effectively occupied or developed for at least five years is eligible, excluding vacant areas.
Through this reform, the government seeks to secure the vital space of communities and modernize land governance, while aligning with international standards in the sector.
