The advertised price is not always the complete cost of buying a property. Buyers should understand the wider financial picture before committing to a purchase.

Depending on whether the property is new or resale, additional costs may include:

✅ VAT or Land Registry transfer fees

✅ Legal fees—often budgeted at approximately 1% plus VAT and additional expenses

✅ Land Registry, administration and certification charges

✅ Property valuation or independent survey fees

✅ Mortgage and lender-related costs

✅ Insurance and ongoing ownership expenses

Stamp duty was abolished in Cyprus from 1 January 2026.

Transfer fees are mainly associated with resale properties and currently benefit from a 50% reduction. Where VAT has been paid on the same property transaction, transfer fees are generally not charged.

VAT on Cyprus Property: New Property vs Resale

VAT can make a substantial difference to the total cost of buying property in Cyprus.

The basic distinction is:

✅ New property — VAT will usually apply

✅ Resale property — VAT will generally not apply, although transfer fees may be payable

The standard VAT rate on a new property is 19%. A reduced 5% rate may be available when an eligible individual purchases or constructs a qualifying property as their primary and permanent residence.

However, the reduced rate is not automatic and is not a general relief for investors.

The property must normally remain the buyer’s primary residence for the required period. If it is sold, rented out or its use changes during that period, part of the VAT benefit may need to be repaid.

Eligibility can depend on the property’s size, value, intended use and planning history. Buyers should establish the correct VAT treatment before paying a reservation fee or signing a contract.
