What if the report tells you not to push the price?

We analysed a 294 m² casale near Foiano della Chiana, Arezzo. Built 1792. Asking €750,000.

Independent valuation: €1,059,114, so 29% below fair market value. The price per square metre: €2,551 against an area average of €3,171 — 20% under on price per m², 29% under on valuation. Both point the same way. That looks like an invitation to negotiate hard. It isn’t.

The property has been listed for 52 days. The area average is 682, which means listings here usually sit for the better part of two years. This one is moving. Your negotiating position came out at 30 out of 100, realistic discount 2 to 6%.

Best case, you win about €45,000 on price.

Meanwhile the costs nobody puts in the listing come to €74,794. Registration tax, notary, agency commission including VAT, legal support, survey. Just under 10% on top of the asking price.

All-in: €824,794.

There's a common assumption that Italian property data is secretive. It isn't, and that turns out to be the more interesting problem.

Our free Buyer's Guide goes through it properly. Here's the short version:

The tax authority publishes an official price band for every zone and property type in every comune, twice a year. The national flood and landslide inventory is mapped to the parcel. The cadastre holds the registered floor plan that shows whether the converted barn legally exists. All of it is public.

It's also in Italian, spread across seven institutions, organised by cadastral zone rather than address, and completely absent from the listing you're actually looking at. So buyers work from a photograph and an asking price, which in Italy is an opening position, not a valuation.

None of this makes buying in Italy risky. It just means the homework happens somewhere other than the listing.
