U.S. Accuses President Kiir of Destabilizing South Sudan, Warns of Renewed Civil War

The United States has sharply criticized South Sudan’s leadership, warning that President Salva Kiir’s actions are pushing the country toward renewed civil war.

Speaking before the U.N. Security Council, U.S. Ambassador Jennifer Locetta accused the government of forced displacement, violence against civilians, and obstruction of U.N. peacekeepers.

She alleged that recent operations, including mass evacuations in parts of the country such as around Akobo, led to the displacement of hundreds of thousands of people and destruction of civilian property.

“President Kiir’s actions are leading South Sudan towards renewed civil war by prioritizing unilateral control over peace, protection of civilians and national stability,” Locetta said.

The U.S. also accused South Sudanese authorities of restricting UNMISS operations, citing repeated violations of the Status of Forces Agreement, limits on patrol movements, and closure of peacekeeping bases.

Washington said it would not support continuation of the UNMISS mandate in its current form and called for major reforms focused on civilian protection, humanitarian access, and accountability.

The statement comes as the U.N. Security Council prepares to renew the mandate of the U.N. Mission in South Sudan (UNMISS).

In South Sudan, the name White Army has long been associated with young tribal men who take up arms to defend their communities from external aggression. These self-organized defense groups have historically emerged in response to perceived threats against their people and properties. Michael Makuei Lueth, selectively frame the White Army as the sole perpetrators of violence while ignoring the atrocities committed by other tribal militias.

In his latest press release, Makuei Lueth accused the White Army of various crimes without mentioning other armed groups such as Gelweng, Abushok, Dutku Beny, and Agwelek, all of whom have been involved in violent conflicts. If Makuei were genuinely concerned about tribal militias, why did he fail to mention the crimes of Gelweng, who played a key role in the 2013 massacres, targeting Nuer civilians with devastating brutality? Why has there been silence regarding Dutku Beny and the crimes they committed? The glaring bias in his statements raises serious concerns about selective justice and political manipulation.

The Role of SSPDF and the Betrayal of Liberation Ideals

It is particularly disheartening that the very forces meant to protect South Sudanese civilians—the South Sudan People’s Defense Forces (SSPDF)—have engaged in actions that contradict the principles of the liberation struggle. In Nasir, SSPDF soldiers committed atrocities reminiscent of the oppression South Sudanese once fought against under Sudanese rule. Reports of r**e, destruction of properties, and systematic violence against civilians forced local youth to take up arms in defense of their communities, eventually defeating the SSPDF in battle. Instead of addressing these injustices, the government has chosen to demonize those who resist oppression rather than the perpetrators of these crimes.
