A note for developers delivering coastal inventory in Egypt.

For a large share of your buyers, nightly rental is the actual exit. They are not buying a second home, they are buying a yield story. A yield story needs someone to run it on day one, not a WhatsApp group formed six months after handover.

The decisions that make or break operating cost are taken long before anything is furnished. Where laundry lives. How keys are controlled. Whether housekeeping can move through the building without crossing guests. What happens when a family arrives at 1am. Solve those in core-and-shell and they cost almost nothing. Solve them after opening and they cost forever.

Decree 209/2025 adds a second reason to think pre-opening: the Holiday Home licensing path is far easier to design into a scheme than to retrofit onto one.

There is a question we hear from property owners in Egypt almost weekly: is renting nightly actually legal, or is everyone just hoping?

Decree 209/2025 answered a lot of it. It created a formal Holiday Home licensing path — a proper category, with a route to compliance rather than a grey area nobody wants to discuss.

Two things worth being precise about.

First, El Gouna and New Alamein are qualifying tourism destinations under it. That is real, and it matters for anyone holding coastal inventory.

Second, a qualifying destination is not a qualifying unit. Each unit still goes through its own eligibility check, and assuming otherwise is exactly how people end up surprised.

Every booking that arrives through an OTA arrives with a fee attached — 15-18% of the booking, taken before any of your own costs are paid.

Most property owners in Egypt know this in theory. Far fewer have looked at what it means across a full season.

The fee applies to the nights you would have filled anyway. It applies to the guest who stayed last year and simply wants to come back. It applies whether the platform genuinely found you that guest or not.

Going direct does not make the work disappear. Someone still has to answer the guest, price the calendar and stand behind the stay. What it removes is a permanent deduction on every night you sell.
