We have visited yesterday as promised the properties tax department.
The office is now fully operational , all declaration forms are freely available . The declaration declaration is written in Arabic.
We have translated for your convenience the form to English .
1- The owner, or the holder or the possessor shall submit the declaration, sign or fingerprint each page, an insurance that all the information written is reliable, the following points shall be taken in consideration,
a- If the property was inherited or in a partnership, the declaration can be submitted from one of the inheritors or the partners.
b-If the declaration is a representative or an agent of the owner a legal document should be presented to prove the authority has been given by the property owner.
2- If the property is rented, the renter has *No* authority to submit the declaration.
3- Each property shall have a separate declaration form submitted.
4- For Egyptians the name written in the declaration should be written as in the national ID, For Expats it should be written as per the passport.
A Copy of the D/Passport and ownership of the property shall be presented with the declaration.
5- If the property was a company or an organization, then the name shall be written as it in the commercial registration certificate/license.
6- The property shall be clearly described, i.e. how many floors, basements, etc.
7- The payer shall receive a written declaration that the tax department has received the declaration, with a serial number.

NB. We enquired with regard to any exemption of paying the taxes.
In the case that you own only one property and living in it, it was clearly mentioned that the exemption is only for Egyptians, and it is for the properties less than 2 million EGP in value. The property above that value shall be paid and the taxes will be calculated for the amount above the 2 million.
For anyone outside the country they still have to submit the declaration to avoid the 5% of the tax amount late fee, this can do through an agent, representative, or online. ( eventually )
The 5% late payment fee will be removed incase of electronic payments, ie using Debit or Credit cards.
The declaration form is mandatory, and it shall be submitted each 5 years, this one declaration is per the end of 2020, the next one is after 5 years.
In conclusion, when you eventually come to Sharm the paperwork can be dealt with .
If people pay by credit or debit card there will be no 5% fine imposed on them even if they register after the deadline.
If you are not returning to Sharm soon and feel comfortable to make a limited specific POA for someone can represent you and your property as an option for them to register and pay on your behalf.
