After nearly 40 years, Marbella is finally close to implementing a brand new General Urban Plan (PGOM). The regional government, Junta de Andalucía, has given its approval, allowing Marbella Town Hall to move forward with final adoption in the coming weeks.

Why is this significant?

For decades, Marbella has operated under outdated planning regulations dating back to 1986, after the 2010 plan was annulled. This created legal uncertainty for many properties and complicated urban planning decisions.

The new General Plan is designed to:

• Bring greater legal certainty to thousands of properties
• Clarify land classifications and building parameters
• Provide a stable framework for future development
• Increase confidence for both national and international investors

This does not mean that every irregular property automatically becomes legal. However, it represents a major step toward transparency and long-term stability in one of Europe’s most desirable real estate markets.
