Key changes include:
🔹 must be available free to prospective buyers and tenants
🔹 Only accredited assessors can issue certificates
🔹 Advertisements must show energy performance indicators
🔹 New penalties of £500 (domestic) and £1,000 (non-domestic) for non-compliance

These changes are set out in the draft Energy Performance of Buildings (Scotland) Regulations 2025, which are set to replace the 2008 rules.
