🏡 Own a home worth £2 million or more? This is worth knowing…

According to a new report in The Telegraph, valuation officers could be given powers to visit homes in person as part of the Government’s new so-called “mansion tax”.

The official name is the High Value Council Tax Surcharge, and it is due to come into force across England in April 2028.

Homes valued at £2 million or more would face an additional annual charge on top of their existing Council Tax:

💷 £2m–£2.5m: £2,500 a year
💷 £2.5m–£3.5m: £3,500 a year
💷 £3.5m–£5m: £5,000 a year
💷 Over £5m: £7,500 a year

The Government has confirmed that the Valuation Office Agency will carry out a targeted valuation exercise to identify properties that fall within the scheme.

However, The Telegraph is now reporting that officers may visit certain homes and assess details including the number of rooms, bedrooms, bathrooms and storeys. It also reports that refusing access could become a criminal offence carrying a fine of up to £200.

That element has understandably caused concern—not only around privacy, but also around how borderline properties will be valued and how owners will challenge a decision they believe is wrong.

There are also likely to be plenty of homes where value isn’t clear-cut. Is a property worth £1.95 million or £2.05 million? In this case, that difference could result in an additional £2,500 bill every year. 🤔

Government estimates suggest fewer than 1% of homes in England will be affected, although independent estimates vary considerably. The latest House of Commons Library briefing says the OBR expects approximately 156,000 properties to become liable in 2028/29 after allowing for behavioural changes and appeals.

Whatever your opinion of the surcharge, owners of higher-value homes need clarity over three things:

🔑 How properties will be assessed
🔑 What rights inspectors will have
🔑 How owners can challenge an inaccurate valuation

I’ll be watching this closely as further details emerge—particularly what it could mean for homeowners and the upper end of the property market across Kent.
