EPC's (Energy Performance Certificates) are required for all NEW buildings to prove that they have been built well enough to achieve the energy efficiency targets laid out in part L of the building regulations, the building cannot be signed-off by building control without an EPC having been produced. Part L also applied to existing buildings that are having extensions built to them or are being converted in some way ... maybe from a commercial building into domestic dwellings. In both cases, Part L of the building regulations ensures that it has been designed and built with energy efficiency in mind in order to be as economical to run as it can be. An older, existing building being sold or rented needs an EPC to prove to the new owners or tenants how energy efficient it is and therefore give them an idea of how much it might cost to run. The EPC also makes suggestion about how they can improve the efficiency of the building and make it as inexpensive to run as possible. (... Its like perhaps buying a new car and the salesman telling you that is very fuel efficient and economical to run ... that's great but its always nice to have a certificate or legal document available just in case he's more interested in the sale than whether or not you can afford to keep it on the road). NEW BUILDING REGULATIONS REQUIREMENT
PHOTOGRAPHIC EVIDENCE

Part L of the new 2022 Building Regulations sees the introduction of photograph evidence as part of reporting procedure to achieve compliance.

Photos have to be taken at different 'key' stages during the construction process, they need to be digital and of sufficient quality and high enough resolution to allow a detailed audit of the subject work done and materials used. A 'BREL' report then needs then to be signed by the SAP assessor and the client to confirm compliance against the design criteria. The photographic evidence will need to be made available to Building Control and the homeowner.

This requires a significant change to current practice in Part L1 for new build homes and matches common practice already established for existing homes to demonstrate work carried out on cavity barriers, fire stops and other items.

In order for the SAP Assessor to produce an EPCs there will need to be an established process which provides information such as:

Who (specifically) will take the photos?
When are the appropriate stages?
What guidance is required to ensure exactly the right photos are taken?
How do we ensure that none are missed?
Where will the photos be stored?

As yet the Government guidance on the subject is minimal but is expected to be extended therefore collaboration between the different stakeholders is essential to ensure that completion goes smoothly and the EPC & SAP's can be delivered in a timely manor.
