Current market research suggests that roughly 220,000 rental properties (approximately 5% of the private rented sector) are projected to be withdrawn from the market in England by the end of 2026. This trend is primarily driven by the introduction of the Renters' Rights Act (RRA), which comes into full effect on 1 May 2026.

Times are uncertain in the lettings industry for both landlords and tenants. The changes introduced by the government, particularly surrounding the Renters’ Rights Act, have already led many landlords to take drastic action.
There has been a significant rise this year in landlords serving Section 21 notices and choosing to sell their properties, so the statistics we’re now seeing come as no surprise. In fact, it’s exactly what I expected when the proposals were first announced.
It does raise an important question — did the government anticipate this outcome? Are they deliberately pushing the market towards a housing crisis, or have they underestimated the reality that landlords were never going to continue operating under increasing pressure without change?
I often find myself questioning their true intentions. The “tenant security” narrative they continue to promote is beginning to lose credibility. After all, what does security really mean when rents are increasingly unaffordable and the supply of rental housing continues to shrink?
