Following the release of the updated National Planning Policy Framework (“NPPF”) on 12 December 2024, we now have a clearer understanding of the Government’s new measures to build 1.5m homes by 2030.
The updated NPPF will shape the way planning decisions are decided across England.
The new NPPF has introduced significant changes and has reversed amendments made in December 2023, including the re-introduction of mandatory housing targets.
The NPPF also introduced ‘Grey Belt’, which is defined as:
For the purposes of plan-making and decision-making, ‘Grey Belt’ is defined as land in the Green Belt comprising previously developed land; and/or
any other land that, in either case, does not strongly contribute to any of purposes (a), (b), or (d) in paragraph 143 (i.e. limited contribution to Green Belt purposes).
‘Grey belt’ excludes land where the application of the policies relating to the areas or assets in footnote 7 (other than Green Belt) would provide a strong reason for refusing or restricting development (habitats sites and areas at risk to flooding etc).
It has also introduced new ‘Golden Rules’ for developments on the Green Belt, which require developments to deliver 50% affordable homes, increase access to green spaces and put the necessary infrastructure in place.
