An application has been put forward for 36 new homes in Bath and North East Somerset Council. However, no affordable housing is proposed within the two apartment blocks.

A viability report was submitted to demonstrate non-viability and was confirmed as acceptable by the Council's assessors.

This application is still subject to approval; however, it makes a good case that not all residential development schemes need to provide the full amount of affordable housing in order to be policy compliant!

How viable really is the affordable housing-market housing cross-subsidy model?

New Centre for Cities reporting illustrates the bigger picture.

Fewer homes built in the wrong places, and still inadequate cross-subsidy to match the lost public investment.

Instead public money funnels to short term housing solutions rather than long term sustainable investment.

Without a rational, informed conversation about proper long-term central funding for affordable housing, we will never build at historic levels - either market or affordable housing.

Tinkering around the edges and political short-termism is not enough; wholesale change is required.



A ‘generational increase’ of of ‘affordable’ housebuilding cannot be achieved without more direct public investment.

Only a few days after release of the new version of the NPPF, the Inspectorate determined a scheme in Central Bedfordshire which considered the new issues of Grey Belt land and the ‘Golden Rules’.

Broadly, our take is that the changes are less substantial than originally envisaged due to the ‘tweaks’ made to the NPPF’s language. This is reasonably evident in the Inspector’s approach, in that the tests of openness and harm remain very similar.

This appeal is interesting however is the first formal acknowledgement of the ‘Golden Rules’ we have seen in application.
