New NPPF 2026: What does it mean for self-builders and residential development? .

The new National Planning Policy Framework (NPPF) has been published today, with important changes for self-builders, homeowners, landowners and small residential developers.

The new NPPF strengthens support for:

✅ Self-build and custom-build homes
✅ Small residential and infill sites
✅ Making more efficient use of land
✅ Housing around well-connected railway stations
✅ Appropriate Grey Belt and Green Belt development

🌿 Important Biodiversity Net Gain (BNG) Changes Coming in July 2026

The Government has announced planned changes to Biodiversity Net Gain requirements, expected to take effect from 31 July 2026 (subject to legislation).
Key updates include:

✅ Removal of the self-build exemption – small self-build and custom-build housing schemes that are currently exempt may soon need to demonstrate compliance with mandatory BNG requirements.

✅ New area-based exemption – certain developments on sites of 0.2 hectares or less may qualify for a new exemption.
These changes are designed to simplify the process for smaller developments while improving how the BNG system operates in practice.

If you’re planning a development, it’s important to understand whether your project will qualify for an exemption or be required to achieve biodiversity gains. As legislation and transitional arrangements continue to evolve, always refer to the latest Government guidance and seek professional advice where necessary.
