I recently inspected an E-rated property where the landlord had installed brand-new, high-quality storage heaters.

The expectation?
“It should definitely be a C now.” ✅

It wasn’t even close.❌

Because EPC improvement isn’t about what sounds efficient.

It’s about how the SAP calculation actually works.
Heating upgrades alone don’t guarantee big jumps.
Insulation, hot water, fabric performance and existing systems all matter.

Solar panels aren’t the cheapest upgrade but they are one of the most impactful.

On an EPC, solar PV can add a significant number of SAP points because it reduces the property’s calculated electricity demand. In most cases, it can be the difference between one band and the next.

🏠 Where Solar Makes the Biggest Difference:

⚠️The property is within 10-15 SAP points of C
⚠️There are limited insulation upgrade options
⚠️The home has electric heating or higher electricity demand
⚠️The building fabric is already reasonably efficient

Beyond the certificate, the real-world benefits include
:
✅ Lower electricity bills
✅ Reduced reliance on the grid
✅ Improved property appeal
✅ Future-proofing against rising energy costs

For landlords thinking about EPC C by 2030, solar can be a powerful tool — especially if a property is already close to the next band.

𝗘𝗣𝗖 𝗠𝘆𝘁𝗵: “𝗧𝗵𝗲 𝗹𝗮𝘁𝗲𝘀𝘁 𝗲𝗹𝗲𝗰𝘁𝗿𝗶𝗰 𝗽𝗮𝗻𝗲𝗹 𝗵𝗲𝗮𝘁𝗲𝗿𝘀 𝘄𝗶𝗹𝗹 𝗳𝗶𝘅 𝗺𝘆 𝗿𝗮𝘁𝗶𝗻𝗴.” ⚡🌡️

Modern electric panel heaters can look impressive — sleek, programmable, app-controlled.
But on an EPC, they don’t always score as well as people expect.

The reason?

EPC ratings are based on running costs and fuel factors, not just how new the heater is. Electricity has a higher cost per kWh compared to mains gas in SAP calculations, which can limit the overall score — even with modern direct-acting panel heaters.

In simple terms: Direct electric heating = 1 unit of electricity in, 1 unit of heat out.

There’s no efficiency gain beyond that in SAP terms.

For electric-only properties, the systems that usually score best are:
✅ 𝗛𝗶𝗴𝗵 𝗛𝗲𝗮𝘁 𝗥𝗲𝘁𝗲𝗻𝘁𝗶𝗼𝗻 (𝗛𝗛𝗥) 𝘀𝘁𝗼𝗿𝗮𝗴𝗲 𝗵𝗲𝗮𝘁𝗲𝗿𝘀
✅ 𝗦𝘆𝘀𝘁𝗲𝗺𝘀 𝘄𝗶𝘁𝗵 𝗮𝗱𝘃𝗮𝗻𝗰𝗲𝗱 𝗰𝗵𝗮𝗿𝗴𝗲 𝗰𝗼𝗻𝘁𝗿𝗼𝗹 𝗮𝗻𝗱 𝗽𝗿𝗼𝗽𝗲𝗿 𝘁𝗶𝗺𝗲/𝘁𝗲𝗺𝗽𝗲𝗿𝗮𝘁𝘂𝗿𝗲 𝘇𝗼𝗻𝗶𝗻𝗴

These are recognised in RdSAP as being more efficient because they store heat more effectively and release it in a controlled way.

That doesn’t mean panel heaters are “bad” — but if your goal is improving an EPC rating, system choice matters.

When people think about improving an EPC, they often jump straight to expensive measures. In reality, some of the biggest gains come from low-cost basics.

For a typical 3-bed semi-detached house, the following measures can deliver meaningful SAP points:

• 𝗟𝗼𝗳𝘁 𝗶𝗻𝘀𝘂𝗹𝗮𝘁𝗶𝗼𝗻 to 300mm thick– up to 7 SAP points
Approx. cost: £400–£600 (less if topping up)

• 𝗛𝗼𝘁 𝘄𝗮𝘁𝗲𝗿 𝗰𝘆𝗹𝗶𝗻𝗱𝗲𝗿 𝗶𝗻𝘀𝘂𝗹𝗮𝘁𝗶𝗼𝗻 – up to 4 SAP points
Approx. cost: £20–£30 for a jacket

• 𝗛𝗼𝘁 𝘄𝗮𝘁𝗲𝗿 𝗰𝘆𝗹𝗶𝗻𝗱𝗲𝗿 𝘁𝗵𝗲𝗿𝗺𝗼𝘀𝘁𝗮𝘁 – around 2 SAP points
Approx. cost: £40–£80 fitted

• 𝟭𝟬𝟬% 𝗟𝗘𝗗 𝗹𝗶𝗴𝗵𝘁𝗶𝗻𝗴 𝘁𝗵𝗿𝗼𝘂𝗴𝗵𝗼𝘂𝘁 – around 2 SAP points
Approx. cost: £50–£100, depending on fittings

Individually these seem minor, but combined they can add significant SAP points, sometimes enough to move a property close to or even up an EPC band — for well under £1,000.

Every property is different, and results depend on what’s already installed, but this shows why starting with the fundamentals often makes the most sense.

This is something I see regularly when carrying out EPCs for landlords and agents across South Buckinghamshire.

Often it isn’t one big issue — it’s a combination of smaller factors:
• Limited or missing insulation
• Older heating systems or basic controls
• Electric heating without sufficient efficiency measures
• Improvements made that feel significant but don’t translate well into EPC points

With the proposed requirement for rental properties to reach EPC C by 2030, understanding what actually affects the rating is key. Not all upgrades deliver the same impact, and some cost far more than they’re worth in EPC terms.
