Delighted to have received a positive appeal decision for 350 homes plus 4,400 sq m of employment floorspace at Buntingford West for Vistry Group and Wattsdown. The Inspector accepted our strong case that East Herts District Council have failed to provide a 5YHLS. This has been a 14 year process with the initial grant of 65 homes on appeal for Wattsdown plus a further 22 homes added. It has been a pleasure working with a great Vistry team: DLP, WSP, Zack Simons, FPCR, Define, RPS, Jon Etchells, EFM and Clarke Willmott.

The December announcement by Michael Gove of the proposed national planning policy changes will severely restrict housing development and exacerbate what is already regarded as a housing crisis. Last week's Westminster debate on Green Belt and brownfield development clarified the Government is bowing to Nimby's in middle England to gain votes in May local elections.
However, the speech by the Shadow Minister for Planning and Housing, Matt Pennycook MP, contains the most sensible words on housing strategy is years.

Clear recognition that Brownfield development alone will almost certainly never be enough to meet the country’s housing need. The evidence on this is is perfectly clear. There are simply not enough sites on brownfield land registers to deliver the volume of homes that the country needs each year, let alone enough that are viable, in the right location and able to provide the type of homes required to meet local housing needs and aspirations.

It is clear that an objectively assessed housing need is required to maintain a deliverable supply of land for housing.

The Government have taken the easy option, to amend the NPPF in a way that will ensure that fewer houses are built in England over the coming years. In the midst of a housing crisis, the fact that meeting objectively assessed housing need is seemingly no longer a Government priority is a woeful abdication of responsibility.

North Herts District Council have finally adopted their new Local Plan. This replaces the last version dated 1996 and is another classic example how the Localism Act 2011 fails to deliver upto date development planning policy by devolution of decision making to communities and local councils. Happy to report our promoted housing land has been successfully removed from the Green Belt.
