More than a third (37%) of movers cited conveyancing delays as the biggest cause of hold-ups, followed by survey or valuation issues (15%), delays with searches (11%), chain-related problems (9%), and another party pulling out before being replaced (11%).

An analysis by the lettings platform Hello Neighbour suggests that this may be because of the Actโ€™s banning of so-called bidding wars, where rival tenants offered to pay increasingly high rents for particularly desirable properties.

In-tenancy rent rises are also more difficult to introduce and enforce as a result of the legislation.

A report by the platform says: โ€˜The older approach was to accept a lower initial rent to secure the right tenant, then adjust gradually over a long tenancy.

โ€œSince [the Act] increases have to be more structured and tenants have clearer routes to challenge an increase above market level.

โ€œWhat we are seeing is landlords pricing high at the point of advertising, on the view that in-tenancy increases are now harder to land.

โ€œIt fits the otherwise contradictory picture of firm advertised rents alongside fewer enquiries per property. The gap between advertised and achieved rent is hard to track, but early signs are that the tactic is producing higher rents today.โ€

And it warns that the long-term move towards Commonhold will not help people struggling with the system today.

Propertymarkโ€™s latest report draws on responses from more than 1,200 leaseholders and 200 Propertymark members and finds that many of the problems identified almost a decade ago remain unresolved.

Service charges are one of the biggest barriers to leasehold sales.

Propertymark members report cases where annual charges have risen from around ยฃ1,000โ€“ยฃ2,000 to ยฃ3,000-ยฃ4,000, creating affordability concerns and, in some cases, affecting mortgageability.

Timothy Douglas says: โ€œA functioning housing market depends on people being able to move. If a homeowner cannot sell, a chain cannot progress, a first-time buyer cannot take their next step, and another property cannot enter the market.

In a statement today it says the database will โ€œgradually roll out region by region from Decemberโ€ and will give councils access to information โ€œto help them spot rogue landlords and take quicker action.โ€

In the future, prospective landlords will also need to register, and tenants will be able to see whether their landlord or prospective landlord has signed up.

โžก Housing Secretary Angela Rayner says thereโ€™s only a โ€œslim chanceโ€ it will meet its target of building 1.5m homes in England by the next election.

Speaking on the BBC, Rayner says sheโ€™s not giving up but she blamed โ€œheadwindsโ€ โ€“ inflation in the construction industry and the Iran War in particular.

She says the government will keep the goal which had been a โ€œstretch targetโ€ but that she was โ€œhonest with the publicโ€ that it would be difficult to achieve.

Rayner says the government is doing its part by investing billions in social and affordable homes.

โ€œThe prime minister wants us to make sure weโ€™re building council houses. Heโ€™s made that absolutely, fundamentally clear.
โ€œWeโ€™re seeing home starts up by 15% last year, so we are making a difference.โ€

Labour promised to hit the target through building both private and social housing by the end of the current parliament, meaning summer 2029 at the latest.

This implied an average of 300,000 new properties would be needed each year โ€“ a rate of construction not seen in decades and not even being neared at the moment.

Yesterdayโ€™s Reuters poll underlined just how finely balanced the interest-rate outlook has become. Economists now largely expect the Bank of England to hold Bank Rate at 3.75% through 2026 and into at least mid-2027, with the next move most commonly expected to be a cut in Q3 2027.

In todayโ€™s market, it is more important than ever to use an established estate agent who understands all aspects of the market and what affects it. A good agent needs to be in touch with the news and world events, as well as national government policy and local property valuation, because all of these factors influence confidence, affordability and the decisions buyers and sellers make.

Financial markets are taking a more cautious view, pricing in a 25 basis point rise before the end of this year and further increases during 2027. Governor Andrew Bailey pushed back on that interpretation, noting that market pricing includes an inflation risk premium and that further rate rises are not a foregone conclusion.

The main source of uncertainty remains inflation, particularly energy prices. Inflation is currently running at 2.9%, still above the Bankโ€™s 2% target, and higher oil and gas prices could keep pressure on household budgets. At the same time, wage growth and the wider labour market are showing signs of softening, which makes a significant tightening cycle harder to justify.

For the property market, the sensible approach is to plan for Bank Rate to remain around 3.75% a year from now, rather than relying on a quick return to lower borrowing costs. A move towards 3.25%โ€“3.5% would be welcome, but at this stage it should be treated as the upside scenario rather than the base case.

That matters for buyers, sellers and landlords because mortgage pricing does not always move neatly in line with Bank Rate. With gilt and swap rates still elevated, fixed mortgage rates may remain relatively expensive even if the Bank of England eventually cuts. Our view is that confidence in the housing market is likely to improve gradually rather than suddenly, with realistic pricing and good-quality presentation remaining key to achieving successful moves.

The forthcoming Budget could have a significant influence on the UK property market, with confidence among buyers, sellers, landlords and lenders likely to depend on the degree of policy certainty provided by the Government.

Property professionals say the market remains highly sensitive to any changes โ€” or even speculation โ€” around stamp duty, landlord taxation, rental regulation, housing supply and support for first-time buyers. While recent reporting suggests no immediate reform of stamp duty is planned for the next Budget, the debate itself has already highlighted how quickly uncertainty can slow decision-making.

Any confirmation that stamp duty will remain unchanged may provide short-term stability, particularly for buyers in England and Northern Ireland who are already budgeting under the lower nil-rate threshold introduced in 2025. However, continuing transaction costs could still weigh on activity, especially in higher-value areas where moving costs can run into five figures.
For landlords, the key issue will be whether the Budget adds further tax or regulatory pressure to a sector already balancing higher borrowing costs, increased compliance demands and strong tenant demand. Additional costs could reduce appetite for new investment, while a clear and measured fiscal approach may help stabilise rental supply.

First-time buyers may be watching particularly closely for any measures that improve affordability, such as targeted savings incentives, mortgage support or supply-side initiatives. Without direct assistance, affordability is likely to remain constrained by deposit requirements, mortgage rates and competition for suitable homes.

Industry observers also expect regional effects to vary. London and the South East are likely to be most affected by any policy aimed at higher-value properties, while markets in lower-priced regions may be more influenced by mortgage affordability, wage growth and housing supply.
โ€œThe property market does not need dramatic intervention as much as it needs clarity,โ€ said a spokesperson. โ€œBuyers and sellers can adapt to policy changes, but prolonged speculation risks delaying transactions, reducing confidence and making the market less fluid.โ€

The Budget therefore has the potential to influence the market in three main ways: by confirming the tax position for buyers, by shaping landlord confidence in the rental sector, and by signalling how far the Government intends to prioritise housing supply and affordability.
