From 1 June 2026, Luton Borough Council has officially introduced its Selective Licensing Scheme, aimed at improving housing standards and ensuring privately rented homes are managed responsibly. The scheme applies specifically to properties located in the Town Centre and Park Town areas of Luton.

Selective licensing requires landlords of eligible privately rented properties to obtain a licence from the council. The initiative is designed to tackle poor housing conditions, anti-social behaviour and inadequate property management, while supporting safe and well-maintained neighbourhoods.

Under the new rules, landlords operating within the designated areas must apply for a licence for each qualifying property and comply with conditions relating to property standards and management. Failing to obtain a licence where required is a criminal offence and can result in prosecution and unlimited fines.

Landlords have been offered a three-month “early bird” period, running until 31 August 2026, to submit applications. Further information on eligibility, fees and licensing requirements can be found through Luton Borough council.
