How to apply for a HMO license.
You should apply for an HMO licence through your local council. Individual councils will set the terms of the licence. You can apply yourself, or you can ask your managing agent to do it on your behalf.

The landlord must inform a number of different parties when applying for a licence, and you must also pass on the details of these people to the council. They are:

-The freeholder of the property, if there is one, or any other owners of the property.
-tenants who have more than three years left on their existing tenancy.
-the lender, if you have a mortgage

HMO landlords responsibilities.
1. maintain and repair communal areas and facilities.

2. install proper fire safety equipment, including mains-powered smoke alarms and a heat detector in kitchens.

3. ensure that an annual gas safety check is carried out.

4. ensure that the property is not overcrowded.

5. provide cooking and washing facilities suitable for however many tenants are in the property.

6. hold an up-to-date legionella risk assessment.

7. provide enough waste bins for the number of tenants in the property.

8. check the electrical systems at least once every five years

9. complete a fire risk assessment. You should contact your council to make sure that this is conducted properly.

10. ensure that there are accessible escape routes and that they are kept clear

HMO licensing.
All large HMOs must be licenced. So, if your property is let to five or more unrelated tenants, and has shared tenant facilities, you must apply for an HMO licence.

There used to be an extra requirement for a property to be classed as a large HMO – it needed to have three storeys. But from 1 October 2018, this was dropped, so it’s important to make sure you’ve checked whether your property is classed as a large HMO under the new rules.

Some councils require that all HMOs are licensed. Licenses will specify the maximum number of people that can occupy the property.

If you want to rent out your property as a house in multiple occupation in England or Wales you must contact your council to check if you need a licence.

You must have a licence if you’re renting out a large HMO in England or Wales. Your property is defined as a large HMO if all of the following apply:

it is rented to 5 or more people who form more than 1 household
some or all tenants share toilet, bathroom or kitchen facilities
at least 1 tenant pays rent (or their employer pays it for them)
