Hoping for a decision very soon about the 'community ownership fund' capital funding bid which will be used towards refurbishing the Neighbourhood Centre.....

Thank you for your interest in the Community Ownership Fund.

We can confirm applications in this window have been assessed against the assessment framework that is publicly available on GOV.UK. To ensure fairness and protect public money, all bids go through the same thorough assessment and due diligence process.

We are now in the moderation and decision-making phase of the assessment process. Decisions on awarding Community Ownership Fund grant funding are taken by DLUHC Ministers, following advice from officials and ministers from other relevant government departments. Further details on the decision making process can be found in the prospectus - https://www.gov.uk/government/publications/community-ownership-fund-prospectus/community-ownership-fund-prospectus--2 -making.

Once decisions have been finalised, we will contact all applicants directly and provide them with their outcome letters. We are working to provide applicants with an outcome as soon as possible. We have your email addresses on record and will use it to contact you when we have a final outcome.

An update on the Clowance Street development......

Last year Pembroke EMB (PEMB) consulted Mount Wise residents over an idea to build a small number of one-bedroom homes on Clowance Street for affordable rent. Planning permission for the new homes was granted in December 2021. If the scheme goes ahead, Plymouth Community Homes will build the homes and when they are completed, PEMB will manage them.

Attention has since turned to how to refurbish the adjacent Mount Wise Neighbourhood Centre. With funding from Real Ideas Organisation (RIO) under the ‘Power to Change’ programme, PEMB was able to draw up a proposal and Architects drawings. Part of the plan also includes building a new multi-use games area (MUGA) to replace the existing MUGA. The plans attracted support from the community after a consultation was held.

After lots of discussion with potential partner organisations, PEMB have been able to identify a workable funding package to achieve the plans which would see Plymouth Argyle fund the new games area via ‘football foundation’ funding, with additional funding coming from other sources including a bid for Government funding from the ‘Community Ownership Fund’. PEMB submitted the funding bid this week with an associated business plan which demonstrates the potential benefits of a refurbished centre in terms of new services and facilities for local people.

There is also potential to run a crowdfunder campaign to try to raise some funds from local businesses and residents which would unlock some match funding from the City Council.
Over the next few months, we will need to wait for the outcome of the funding bid and allow time for Plymouth Argyle to work on their funding bid. Nothing is guaranteed as funding is always in short supply, but we have a really good opportunity to achieve this project with all the work that has gone into it so far.

Thanks for your continued support.

The planning application for the 5 x 1 bedroom homes on Clowance Street was recently submitted to Plymouth City Council. A recent community consultation confirmed support for the idea to re-provide the current games area to the rear of the Neighbourhood Centre, along with plans to refurbish the Centre. The results are pictured below.

Following on from the proposal to build a small number of new homes on Clowance Street (which is still in progress), Pembroke EMB is now looking at ideas to improve Mount Wise Neighbourhood Centre to make it a modern community facility with a new outdoor sports/games area. Watch the short video below to find out more. Please provide some feedback by completing the short survey. You can access the survey by clicking on this link www.surveymonkey.co.uk/r/XS6WBJK .
