From 1 May 2026, new rules apply to private tenancies in England. These changes have affected how tenancies are managed and what rights tenants now have.

If your complaint is about how a letting agent acted, we may be able to help. This could include concerns about communication, complaint handling or service.

If your concern is about whether your landlord broke the law, you may need your local council, the Court or the First-tier Tribunal.

If you have a complaint about a property business, but the business has closed down, we may still be able to help.

What we can do depends on what stage your complaint was at when the business stopped trading.

However, if we decide that the property business has done something wrong and we award compensation, we won’t be able to make the business pay.

Before you fill out the online complaint form, you will need to make sure:

1. The business is registered with us.
2. You have completed the business's formal complaint procedure.
3. You raised your complaint with the business within 12 months of what went wrong. We cannot accept complaints that were raised more than a year ago.
4. The issues have not already been considered by another body or a Court.

For new-build developments, check the New Homes Ombudsman register of developers.

For social housing, visit either the Housing Ombudsman in England, the Scottish Public Services Ombudsman (SPSO), the Public Services Ombudsman for Wales or the Northern Ireland Public Services Ombudsman.

As of 1 May 2026, the Renters’ Rights Act has introduced new protections for private tenants. This includes:

🏘️ No more fixed-term tenancies
🏘️ Limits on rent in advance
🏘️ The right to ask to keep a pet
🏘️ Rental discrimination will be illegal
🏘️ Rent increases will be limited to once a year
🏘️ No more section 21 notices
