NATIONAL PLANNING AWARD WINNERS!

Roach Planning is proud to have played a role in delivering Treveth’s Gwel Basset development — named Best Housing Scheme (Fewer Than 500 Homes) at the 2026 Planning Awards.

As planning consultant, we secured reserved matters approval in 2020 and helped shape a high-quality scheme that has now delivered 185 sustainable homes for people with a strong local connection in Redruth. The scheme provides a well-balanced mix of tenures, including private rental, open market, affordable rent and shared ownership.

A great example of clear planning strategy and quality design translating into real outcomes on the ground.

Congratulations to Treveth, Cornwall Council, LHC Design, Hydrock (now Stantec), Randall Simmonds and Vistry Group; and no doubt many other companies involved.

It’s fantastic to support such a committed and talented group of young players, and to play a small part in helping create opportunities like this tour – experiences that build confidence, teamwork and lasting memories.

Our client Torridge District Council proposes to deliver infrastructure to support development of 100,000 sq ft of commercial space at the Holsworthy Agricultural Business Centre, Holsworthy, Devon.

We spent yesterday at their public engagement even, along with Harvey Gardner, Jim Price, Naheem Hashim from AHR and Jake Hobbs from Ridge. We had good attendance and some in-depth and fruitful discussions.

** BIG NEWS FROM ROACH PLANNING **

I'm very pleased to announce that Rob Cavanna has joined the Roach Planning team in the role of Planning Manager.

Rob brings with him eight years' experience working in the land and planning team of a Devon-based SME housebuilder.

We're already seeing his client-side experience of co-ordinating teams and submitting/managing planning applications being brought to bear on several projects, particularly his keen attention to detail and his knowledge of the practical deliverability of developments and exit strategies.

Significant reforms to the planning appeals process in England were announced last week and will apply to planning applications submitted from 1 April 2026.

The changes introduce a firm “submit once, submit right” principle, meaning appeals will generally be determined solely on the evidence submitted with the original planning application.

Opportunities to introduce new material, amend proposals, or expand technical evidence at appeal stage will be very limited.

The system will place greater reliance on written representations and restrict further third‑party comments.

While intended to speed up appeal decisions, the reforms substantially increase the importance of submitting comprehensive, well‑evidenced applications from the outset.

* Cranbrook leisure, health and wellbeing campus - design work starts at pace *

This may have gone a bit under the radar in the hectic run-up to Christmas, but East Devon District Council has instructed a design team for the Cranbrook leisure, health and wellbeing campus.

This will be a key addition to Cranbrook’s expanding town centre, with proposals including a 25-metre and learner pool, gym, fitness studios, soft play, and a café; as well as spaces for Devon County Council library, youth, and family services; and a neighbourhood health centre.

Roach Planning is delighted to have been instructed as part of the design team, led by AHR Architects, working alongside Stantec and Randall Simmonds.

Really proud of Roach Planning's ongoing work with Torbay Council on regeneration of Paignton town centre. The next phase of demolition of the Victoria Centre will shortly take place and a planning application will be submitted for temporary use of the land as a car park, as a meanwhile use while plans take shape for longer-term redevelopment. The draft Torbay Local Plan (Reg 18) has been published and is open for consultation until 26th January. Link in comments.

The document says it is "a Plan for growth, within environmental limits, and strongly promotes regeneration and modernisation of the built-up area". That's evident in the numerous draft urban site allocations, although there are some greenfield sites.

The Plan "contains a strong Presumption in Favour of Urban Regeneration and support for affordable housing. It seeks to achieve an average of 400 dwellings per year" as well as a minimum of 80,000 sqm (up to 28ha) of employment land. Crucially, however, it says that Torbay's "substantial environmental, infrastructure and market-capacity constraints mean that it is not able to accommodate its full Local Housing Need (LHN)" which is 950 dwellings per year. The Council "accepts that the proposed shortfall against LHN will require robust justification, which will be set out in a supporting Topic Paper". One to watch keenly.
