PLANNING PERMISSION IS ONLY PART OF THE EQUATION

A planning consent on paper can look like a green light.

But in reality, that is often only the starting point.

Access, drainage, build costs, topography, policy constraints, infrastructure requirements and overall viability can all have a significant impact on whether a site actually works in practice.

We regularly see sites with planning permission that are far more complex than they first appear, whilst others with no obvious route forward can present genuine opportunity with the right strategy and approach.

The headline planning position rarely tells the full story.

The Tunbridge Wells Local Plan 2020–2038 (adopted by the Council in December 2025) includes a commitment to starting a Local Plan review within six months of adoption of the Plan (set out within Policy STR1 – The Development Strategy policy).

The Council is now beginning a review of the Tunbridge Wells Borough Local Plan, setting the framework for how the borough will grow and prosper over the coming years. The Local Plan Review will cover the period 2029–2044 and will be undertaken in accordance with the Government’s new plan-making Regulations which came into effect in March 2026.

In preparation for the Local Plan review, the Council is undertaking a ‘Call for Sites’ exercise. The main purpose of this is to enable land to be submitted to the Council for assessment to establish whether it could be a potential site allocation as the Local Plan Review progresses.

Suitable sites are needed to assist with meeting the future development needs of the borough, including:

* New housing
* Employment uses
* Supporting infrastructure
* Community and leisure uses
* Green open space and nature conservation

Residents, landowners, developers, community groups and others are invited to submit potential sites across the borough for consideration for a range of development types and uses.

The Call for Sites will run from 11 May 2026 until midnight on 3 August 2026.

One of the quieter shifts in the market at the moment is how schemes are being redesigned before they ever reach a planning application.

We are seeing more sites go through multiple iterations at an early stage, not to maximise numbers, but to ensure they stand a realistic chance of progressing.

Density is being tested, layouts simplified, and in some cases unit numbers reduced before anything is submitted.

That would not have been the default approach a few years ago.

It reflects a more pragmatic mindset.

Planning risk, build costs and delivery timelines are all being considered together, rather than treated as separate stages. The result is fewer speculative applications and more schemes that are capable of moving forward once consent is achieved.

For landowners, it can sometimes feel like potential is being diluted.

In reality, it is often the opposite.

A scheme that is properly aligned from the outset is far more likely to convert into a deliverable outcome.

In the current market, that carries real value.
