Thousands of properties and assets that have been off the market for decades due to being trapped in legal disputes and bureaucratic dead-ends are now at the center of government policy.

11/09/2025

The government is expected to announce by the end of this month a new program to address the housing problem, which will combine the subsidy for renovation with the energy upgrading of old properties, after securing the approval of the European Commission.

Anyone renting out their property through a platform should know the following:
This message is sent by the Ministry of Tourism through the Independent Authority of Public Revenue
Dear Madam / Dear Sir,
Given that you have active Property Registration Numbers (PAR) in the Short-Term Rental Property Registry of the AADE (art. 111, law 4446/2026, A' 240), we inform you of the new specifications that will apply from 1/10/2025 and concern your specific properties.
Specifically, all properties that are rented short-term (art. 3 of Law 5170/2025) must cumulatively:
• Be areas of main use, (par. 95, art. 2 of Law 4067/2012, A’ 79), and have natural lighting, ventilation and air conditioning,
• Are insured against civil liability for damages or accidents that may be caused,
• Have a responsible declaration from an electrician installer, fire extinguishers and smoke detectors, leakage relay or anti-electric shock relay and escape signs
• Have a certificate of mycosis and disinfestation, a pharmacy with first aid supplies, as well as a guide with emergency telephone numbers.
On-site Inspections
To determine compliance with the above specifications, employees of the Ministry of Tourism and/or mixed inspection teams (with employees of the Public Administration and the Ministry of Tourism) will conduct on-site inspections of the space you are renting and that has been declared on the platform of the Short-Term Rental Property Registry.
You will be informed about the inspection by email, at least ten (10) days before its implementation, in order to provide any evidence confirming compliance with the above specifications.
The inspectors of the Ministry of Tourism carry their official identity card and a written order to conduct an on-site inspection from the competent body of the Ministry of Tourism or bodies authorized by it, and will show them during the inspection.
The written order contains at least:
• The number and date of the order.
• The full name of the employee to whom the audit has been assigned.
• The full name, address and Tax Registration Number of the manager or owner of the short-term rented home.
In the event that the audit is carried out by a mixed team consisting of AADE employees, an on-site tax audit order is also issued (art. 30 of the Tax Procedure Code, law 5104/2024, A’ 58).
As an auditee, you must cooperate with the employee carrying out the audit and present the certificates, attestations and any information requested to prove compliance with the above specifications.

Fines for Non-Compliance
Property managers are subject to an independent administrative fine of five thousand (5,000) euros by the inspectors of the Ministry of Tourism, if they DO NOT:
• allow entry to the inspected property.
• meet any of the aforementioned specifications.
• comply with the obligations of par. 6 (art. 3 of Law 5170/2025).
Specifically, in the event that a new inspection is carried out within one (1) year from the notification of the act imposing a fine and a new violation of the specifications is found, the above fine is imposed at double and in the case of each subsequent violation at quadruple the amount initially imposed.
Thank you for your time and cooperation.
