Chartered Institute of Housing Asian Pacific Branch The Chartered Institute of Housing (CIH), headquartered in the United Kingdom, is a professional body for housing managers.

Chartered Institute of Housing Asian Pacific Branch is the professional organisation for people working in housing and plays a leading role in setting standards in policy formulation, training and professional development in housing management. It actively advises governments on housing management policies, promotes the code of ethics among housing practitioners, educates and nurtures housing professionals, and works to advance the development of the profession. With the primary aim to promote the art and science of housing, the CIH offers training programs, provides professional advice and disseminates technical information to its members and the public. It serves as a common platform for members of its branches to exchange views and to share experience in housing management with related organisations. The Hong Kong Branch of the Institute was established in 1966 under the Societies Ordinance. In January 2023, it aligned its English name to the Chartered Institute of Housing Asian Pacific Branch to correspond to its Chinese name 「特許房屋經理學會亞太分會」. In 2020, the CIHAPB was confirmed among the first batch of ‘recognised professional bodies’ in Hong Kong, demonstrating its leading position in the industry. The CIH has more than 17,000 members worldwide, with over 3,400 from the APB. Members work predominately in government housing authorities, educational institutions, private corporations and nongovernmental organisations in both the UK and the Asia-Pacific region. Professional qualifications validated by the CIH are widely recognised by both the public and private sectors in the UK and Hong Kong.

特許房屋經理學會亞太分會（CIHAPB）青年事務委員會主委張晶揚先生和副主委蘇焯平先生連同 CIHAPB 會員於2026年9月19日一同參與了成長希望基金會20周年賣旗日，在觀塘區籌募經費。該基金會打算將全數籌得善款用於擴展免費教育及全人發展計劃，讓更多基層兒童及青少年受惠，協助他們發揮潛能，創造向上流動的機會。

Changing Young Lives Foundation 20th Anniversary Flag Day

Mr. Teddy Cheung, Chair of the Youth Affairs Committee of the Chartered Institute of Housing Asian Pacific Branch (CIHAPB), and Mr. Ivan So, Vice Chair of Youth Affairs Committee, along with CIHAPB members, participated in the Changing Young Lives Foundation 20th Anniversary Flag Day on 19 September 2026. They fundraised in the Kwun Tong district. The foundation planned to use all funds raised to expand its free educational and whole-person development programs, allowing them to reach and uplift even more children and youth from grassroots families, empower them to unlock their potential and create pathways for upward mobility.

第二屆專業調解培訓課程 (物業及房屋管理)

特許房屋經理學會亞太分會（CIHAPB）與香港調解仲裁中心（HKMAAC）合辦第二屆專業調解培訓課程，由專業導師蘇文傑教授主講調解技巧，課程旨在為有志成為專業調解員的參加者提供進階培訓途徑，提升他們應對解決糾紛的實務能力。

2026年9月17日開始課堂當天，CIHAPB主席鄺立信先生聯同活動委員會主委蘇奕聰先生及總經理李志雄先生到課室為學員們打氣。

Second Professional Mediation Training Course (Property and Housing Management)

Co-organised by the Chartered Institute of Housing Asian Pacific Branch (CIHAPB) and the Hong Kong Mediation and Arbitration Centre (HKMAAC), the second Professional Mediation Training Course featured professional speaker Professor Albert So on mediation skills. This course was designed to provide an advanced training pathway for the participants aspiring to become professional mediators and strengthen their practical capabilities in resolving disputes and defusing conflict.

On the first day of class on 17 September 2026, Mr. Keith Kwong, Chairman of CIHAPB, along with Mr. Sidney So, Chair of the Activities Committee, and Mr. Stephen Lee, General Manager, arrived at the classroom to encourage the trainees.

活動旨在更新如何利用人工智慧管理技術進行通風系統衛生控制，並分享漏水偵測與個案分享。

研討會展示了多種專為商業、住宅及機構建築而設的人工智慧設施，例如：智慧洗手間，AI視覺與感應對空氣危害的檢測等。

關於漏水檢測技術，講師剖析了漏水檢測技術中的關鍵問題與最新方法，並分享檢測煩擾的漏水個案。

Seminar: Critical Study of AI Management in Ventilation Hygiene and Updated Water Leakage Inspection & Case Sharing

The Chartered Institute of Housing Asian Pacific Branch (CIHAPB) and the Building Services Operation and Maintenance Executives Society (BSOMES) co-hosted the above seminar on 15 September 2026, featuring two guest speakers:

Dr Alex Tse
Director of the Hong Kong Office of the Institute of Ergonomics and Hygiene, President of The Hong Kong Occupational Safety and Health Association, and Secretary of the Hong Kong Industrial Safety Association.

Sr Tony YIP
President of the HK Institute of Water Leakage Inspectors (HKWLI, established in 2011).

The event aimed to update participants on applying AI management technology to ventilation system hygiene control, as well as to share insights and case studies on water leakage detection.

The session showcased various AI facilities designed for commercial, residential, and institutional buildings, such as smart restrooms and AI vision/sensor detection for airborne hazards.

Regarding water leakage detection technology, the speaker analysed key issues and the latest methods in the field, while sharing challenging real-world leakage case studies.

The seminar emphasised that smart property management is not merely about acquiring equipment, but about resolving daily management issues more effectively. Technology provided powerful tools, while professional experience delivered accurate judgment—combining both were the true key to creating substantial value.

CIHAPB繼續參加英國GEM 計劃的學生工作計劃，2026年與英國房屋機構Amplius交換培訓人員。第一階段的培訓工作已於2026年4月展開。首先邀請CIH內地及香港院校認證課程的學生報名，透過面試選出兩名就讀於香港城市大學的學生，資助他們在6月前往英國實習，內容如下：

• 民主議事與政策核心：參觀英國國會，親身踏足討論與審議英國核心房屋法案、政策及監管條例的議會現場。
• 研討交流與創新方案：出席 GEM 計劃研討會，深入了解團隊共同構思與規劃的靈活空間格局設計。
• 混合產權項目實地考察：前往 Newport Pagnell 實地考察混合權益（Mixed Ownership）住宅項目。
• 高層對話與經驗交流：與 Amplius 行政總裁 Julie Doyle 及各部門的新舊同事進行深度的跨團隊交流與經驗分享。
• 永續建築實踐考察：實地考察由 Burmor Construction 承建、達到最高能源效益標準（EPC A 級）的永續建築項目。
• 社區價值與在地連結：前往 Fernie Park，深入了解該建設項目對當地社區帶來的長期價值與正向影響。
• 社會福利與關懷關照：參觀無家者庇護中心及臨時住宿設施 Fairview Court 與 The New Haven，探討英國在社會包容與弱勢居住保障上的體制與作法。

這兩位學生完成實習後，深刻體會到房屋管理者不僅是連結社區資源與職涯機會的橋樑，房屋本身更承載著維持家庭尊嚴與社會價值的重大意義。透過實地考察英國的房屋項目，不僅能為香港資助房屋與私樓項目帶入共融社區的新思維，亦看見 Amplius 如何運用 AI 進行客群精準細分與預防性物業管理。

CIHAPB亦贊助兩名英國學生於2026年11月前來香港學習一星期，目前正積極籌備他們此次的行程，期望他們能在香港獲得豐富而充實的學習成果。

Chartered Institute of Housing Asian Pacific Branch (CIHAPB) UK-Hong Kong Work Exchange Programme 2026

CIHAPB continued its participation in the UK GEM Programme's student exchange scheme, partnering with UK housing organisation Amplius to swap trainees in 2026. The first phase of the training initiative launched in April 2026, inviting students from CIH-accredited courses in Chinese Mainland and Hong Kong to apply. Following an interview selection process, two CityU students were sponsored to undergo an exchange in the UK in June. Key highlights of their itinerary included:

• Democratic Governance & Policy Core: Visited the UK Parliament, stepping directly into the heart of British governance where core housing legislation, policies, and regulations are debated and enacted.
• Seminars & Innovative Solutions: Attended the GEM Programme seminar to gain insights into flexible layout concepts co-created and planned by team members.
• Mixed Ownership Property Study: Conducted site visits in Newport Pagnell to study Mixed Ownership housing developments.
• Executive Leadership & Knowledge Exchange: Engaged in deep cross-team exchanges and experience-sharing with Julie Doyle, CEO of Amplius, alongside both long-standing and new colleagues across various departments.
• Sustainable Construction Practices: Visited a high-efficiency sustainable building project constructed by Burmor Construction, certified to the highest Energy Performance Certificate (EPC) Grade A standard.
• Community Value & Local Engagement: Visited Fernie Park to understand the long-term community value and positive impacts generated by the development project.
• Social Welfare & Vulnerable Support: Toured homeless shelters and temporary accommodation facilities—Fairview Court and The New Haven—to explore the UK's framework and practices regarding social inclusion and housing protection for disadvantaged groups.

Through this exchange, the two students gained a profound understanding that housing managers served as vital bridges linking community resources with career opportunities, and that housing itself carried profound significance in maintaining family dignity and social value. Their field visits to UK housing developments brought fresh perspectives on community integration for both subsidised and private housing in Hong Kong, while also demonstrating how Amplius utilised AI for precise audience segmentation and proactive property management.
CIHAPB will also sponsor two UK students to visit Hong Kong for a one-week study tour in November 2026. Preparations for their itinerary are actively underway, with the aim of delivering a rich, rewarding, and fulfilling learning experience in Hong Kong.

2026年8月20日，香港大學專業進修學院舉行學生簡介會，特許房屋經理學會亞太分會（CIHAPB）培訓主任賴智衡先生、青年事務委員會主委張晶揚先生及青年事務委員會成員潘尚熙先生應邀出席2026年8月20日香港大學專業進修學院（HKU SPACE）舉辦的房屋管理專業文憑2026/27年度的迎新會。

活動中，他們與香港房屋經理學會（HKIH）及物業管理業監管局（PMSA）代表一起向出席的學生介紹成為特許房屋經理學會（CIH）會員、HKIH及PMSA會員的途徑和機會。 學生對是次簡介會反應熱烈。

Orientation for HKU SPACE Students

On 20 August 2026, Mr. Alen Lai, Training Officer of Chartered Institute of Housing Asian Pacific Branch (CIHAPB), Mr. Teddy Cheung, Chair of Youth Affairs Committee, and Mr. Hugo P**n, Member of Youth Affairs Committee, were invited by the HKU School of Professional and Continuing Education (HKU SPACE) to attend the Professional Diploma in Housing Management Orientation Session 2026/27 on 20 August 2026.

During the event, they, along with representatives from The Hong Kong Institute of Housing (HKIH) and Property Management Services Authority (PMSA), introduced the pathways and opportunities to become members of Chartered Institute of Housing (CIH), HKIH and PMSA to the attending students. The students were enthusiastic about this orientation session.

1. “踐行十五五規劃 大灣區物管業的可持續發展” Annual Conference

As the Outline of the 15th Five-Year Plan incorporated "property services" into the national top-level design, HKPFMA actively promoted the alignment of Greater Bay Area property service group standards, licensing regimes, and the mutual recognition of professional qualifications by exchanging knowledge and combining the GBA's smart property models with Hong Kong's professional asset preservation experience, for creating better communities for residents.

2. “攜手踐行十五五 ‧ 共譜大灣區物管新篇章” Annual Dinner 2026

At the dinner, members of our Branch's Executive Committee engaged with guests from various sectors across the GBA, association members, and government representatives, driving the standardisation and sustainable development of the property and facility management industry in the Greater Bay Area.

參觀香港房屋協會「樂嶺都匯」

特許房屋經理學會亞太分會於2026年8月21日聯同澳門物業管理業商會及澳門不動產專業技術人員協會一行約50人，前往參觀香港房屋協會位於粉嶺的「樂嶺都匯」項目。

香港房屋協會為配合北部都會區的發展致力打造成一個「宜居、宜業、宜遊」的目標，將「樂嶺都匯」發展成為一個智慧社區，作為安居樂業的新典範。整個項目包括出租房屋、長者房屋及資助房屋三座樓宇，合共提供1,467個單位。

項目亮點包括引入多項智能設備，以締造智慧社區及提升智慧物業管理。多項智能設備包括巡邏機械狗、AI清潔機械人、AI智能客服系統、HS Living專屬手機應用程式、COPA物業及資產管理平台，以及新能源混合發電照明和蚊患控制系統等。

Visiting the Hong Kong Housing Society’s Casa Sierra

On 21 August, 2026, the Chartered Institute of Housing Asian Pacific Branch, alongside the Property Management Business Association Macao and the Macau Real Estate Management Professional Technicians Association, a group of 50 visitors in total, visited the Hong Kong Housing Society’s " Casa Sierra " project in Fanling.

In line with the Northern Metropolis development plan, which aimed to create an environment ideal for living, working, and traveling, the Hong Kong Housing Society developed " Casa Sierra " into a smart community designed as a new benchmark for comfortable living and career growth. The overall project comprised three buildings, which consisted of rental housing, elderly housing, and subsidized sale flats providing a total of 1,467 units.

Key highlights of " Casa Sierra " included the introduction of various smart devices designed to build a smart community and enhanced smart property management. These features included robotic patrol dogs, AI cleaning robots, AI smart customer service system, the dedicated "HS Living" mobile app, the COPA property and asset management platform, as well as new-energy hybrid power lighting and mosquito control systems.
