BHOOMI + KAVERI
Kaveri & Bhoomi have been integrated since 2006. Form J in XML file format are being transmitted automatically (without human intervention) on a daily basis to SDC through KSWAN /Dial up connectivity. Bhoomi Kaveri integration reports are available through http://bhoomi.karnataka.gov.in/docstatus/ .
In Karnataka the registration process of property is computerized under KAVERI Application (software). Registration of property takes place in 243 locations (separate offices) and the registration data is automatically transferred to the state data centre. From State data centre it reaches the Bhoomi Application (On-line delivery and management of land records in Karnataka.), where the mutation process starts automatically. Purchaser of the property therefore needs not run from the registration department to the Bhoomi office to initiate the mutation process into the title records. Notices are automatically generated for serving to the interested parties. After 30 days statutory third party notice period, mutation is approved on FIFO basis transferring the rights in favour of the purchaser.
The novel and unique concept of Pre-mutation sketch system in MOJINI is in practice since 2006. In the new system the buyer has to get a pre-mutation sketch and submitted at the time of registration of the transaction. This is mandatory under amended land law. The sketch is prepared by Licensed Surveyors, verified and authenticated by the department for a prescribed small user fee.
The sketch is prepared mandatorily in the presence of the buyer and seller, which avoids future disputes. Mojini also works on FIFO principle. MOJINI uses BHOOMI data base through back end integration for the purpose of ownership details. A BHOOMI program through its effective back end integration ensures all government restrictions on any transaction, like restriction on the land for 15 years when the land was granted by the Government, Permanent restrictions on transfer of lands belonging to weaker categories, Court stays on transfer of rights if any. Thus the computerized land management system in Karnataka has ensured the complete linkages of BHOOMI, KAVERI and MOJINI programs through proper backend integration.
Advantages to Kaveri (Registration department):
• To bring synchronization between KAVERI and BHOOMI by reducing the time lag between registration and initiation of the mutation process.
• To avoid duplication of data entry work that is being done at KAVERI and BHOOMI resulting in reducing workload.
• To reduce or remove the data entry mistakes resulting in rejection of J-slips.
• To reduce rejection of mutations in BHOOMI due to wrong data entry.
Benefits to the public:
• Facilitates in reflecting registration events on record of rights with minimum time lag owner wise.
• Facilitates to fill the vacuum of non-availability of vital information during registration.
• Ensures that seller is the owner of the property.
• Facilitates transactions only on the balance extents of the owners.
• Various conditions of land grant, land reforms etc. are checked before registration.
Controls incorporated in Integration process:
• Information about pyki RTC is provided at the time of registration. 11E sketch is mandatory for transactions involving pyki RTCs. (PYKI RTC -The survey number and total extent of the RTC should tally with the Akarband data. Unfortunately, many RTCs have been created unlawfully without updating or looking Akarband data and such RTCs can be called as Pyki RTCs).
• Any government restrictions to stop the transaction on the land parcels. Ex. non-alienation condition for 15 years, PTCL grants, Land acquisition.
• No transactions allowed if owner category is Government.
• No transactions on RTC which are under correction process.
• Joint owners are dealt as a whole and no individual joint owner can transact.
