The Delhi Development Authority (DDA) has temporarily paused conversion of properties from leasehold to freehold, following directions from the Ministry of Housing and Urban Affairs (MoHUA).

Delhi Circle Rates: Ground Reality Must Precede Any Revision

As discussions resume around revising circle rates in Delhi, it is crucial that any such decision is preceded by a rigorous, area-wise assessment—rather than a uniform or blanket increase.

Delhi’s real estate market is inherently fragmented. It does not function as a single, homogeneous ecosystem.

In several established commercial and residential zones—such as Mohan Cooperative Industrial Estate and New Friends Colony—prevailing circle rates are already at par with, or even higher than, actual market transaction values.
Conversely, across many other localities in Delhi, real transaction prices are routinely five to ten times higher than the notified circle rates.

Applying a single revision framework across such divergent micro-markets risks:
• Distorted property valuations
• Unwarranted financial pressure on genuine buyers and sellers
• Reduced transparency and lower formal registrations

Policy Must Reflect Market Reality

Before notifying revised circle rates, the policy framework should be anchored in ground data rather than assumptions. This requires:
• Detailed micro-market surveys
• Clear differentiation between over-valued and under-valued zones
• Alignment of circle rates with actual transaction behaviour, not merely theoretical benchmarks

Urgent Need for Relief in Family Property Transfers

Another long-pending reform deserves immediate attention.

Neighbouring states permit property transfers among blood relations at a nominal stamp duty of ₹5,000. Extending the same provision to Delhi would provide meaningful relief, particularly for:

Such a measure would reduce avoidable litigation, encourage lawful registrations, and simplify genuine intra-family transfers.
