Government invites public suggestions on Land Acquisition Bill by June 8
A joint parliamentary committee, comprising of members of the Lok Sabha and the Rajya Sabha, has called for suggestions from the public on the Land Acquisition Bill issue
Meeting under the chairmanship of veteran BJP MP S.S. Ahluwalia, the committee has been deliberating on various aspects of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Second Amendment) Bill, 2015, which has been pending in the Lok Sabha.
In a statement, the committee said, “It has been decided to seek the views and suggestions from various public bodies, organizations, associations, individuals and other stakeholders. The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 and the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Second Amendment) Bill, 2015 have been uploaded on the Lok Sabha Website.”
The statement further said, “All those desirous of submitting their views/suggestions to the committee, may send two copies of their written memoranda/suggestions either in English or Hindi on the subject to Joint Secretary (RS), Lok Sabha Secretariat, Room No. 328, Third Floor, Parliament House Annexe, New Delhi-110001 or Fax at 23018865 or e-mail them at [email protected] by 8th June, 2015.”
It said that the memoranda submitted to the committee would form part of the records of the committee and would be treated as confidential.
It would also enjoy the privilege of the committee.
“Those who wish to appear before the committee, besides submitting the memoranda, are also requested to specifically indicate so. However, the committee’s decision in this regard shall be final,” the statement said. The Financial Express

Realtors wary of service tax rate hike, say move will make properties costlier
Real estate developers said the increase in service tax rate to 14 per cent from 12.36 per cent being enforced from June 1 does not bode well for the industry which is struggling to revive amid lukewarm demand and oversupply.
From next month, the effective service tax rate on real estate will increase to 3.5 per cent from 3.09 per cent at present on properties costing up to Rs 1 crore while it will go up to 4.20 per cent from 3.71 per cent on properties costing more than that. As a result, for a Rs 25 lakh home, the buyer will have to pay Rs 10,250 more while those buying a Rs 2-crore home will have to pay an additional Rs 98,000.
The government should have given the industry more time to recover before rushing to impose the new service tax rate, developers said. Raheja said the biggest problem faced by the industry is the multiple tax regime, which is expected to become history when the Goods and Service Tax (GST) is implemented.
"When the GST is expected to be passed soon, why was the government in a hurry to enhance service tax? It should have waited till the GST bill is passed and implemented," he said.
Home sales have slowed in the past two years, especially in Delhi-National Capital Region, and inventory levels have risen to the highest level ever in the country.
With the increase in service tax, some builders will have no option to offer some discounts to woo buyers and suffer losses in the process, said Deepak Kapoor, president of Confederation of Real Estate Developers' Associations of India (CREDAI) Western UP chapter. "This is despite the fact that the service tax hike will push up prices of raw material for construction," he said.
Vikas Bhasin, managing director of Saya Homes, said under-construction projects will see an increase in prices. "From June onwards, the demand will surely get negatively affected as it will be hard for customers to bear the extra burden," he said. Although the increase in tax rate applies to all services, the real estate industry will be specially affected, said Prithvi Raj Kasana, managing director of Morpheus Group. This is because real estate calls for big-ticket investment commitment from the buyers.
Rupesh Gupta, director, JM Housing said the impact of higher service tax will not only be on the basic selling price of a property but on other aspects as well such as PLC, club membership, legal fees, insurance and others.
"This incremental value will increase the overall price of the unit which will be borne by the customer only," he said. The Economic Times

Credai goes for skill development institution for real estate sector
CREDAI or Confederation of Real Estate Developers' Association of India, the apex body for real estate developers announced their initiatives on skill development including setting up a Greenfield Institution for Skill Development for the labour-ridden real estate sector that is considered to be one of the largest employers in the country.
Going by the call of Prime Minister Narendra Modi for enhancing the basic skills of the manpower, CREDAI has initiated a practice to educate the manpower involved in the construction activities.
"We have stressed on not only enhancing the quality of construction, but also empowering the construction workers to get better wages. By getting workers properly trained, developers will get organised and efficient manpower that will become an asset for projects and increased wages will help workers to uplift their standard of living," said Lalit Mohan Jain, Chairman CREDAI.
CREDAI Pune Model is known for its initiative on promoting skill of construction workers. 'Kushal' a partnership project of CREDAI Pune Metro and NSDC (National Skill Development Corporation) has already made a landmark in the field of skill development of construction workers.
The first project started in the year 2011, has already trained about 28,000 construction workers which includes mason, labour, plumber et al. It is already covered one-fourth of its projection of about 1,00,000 construction workers over a period of 10 years.
Rohit Modi, president, CREDAI-NCR highlights, "Since developers are realising the urgent need for skilled labour to save on account of material by reducing wastage, reduction in man days and to improve quality of construction, adopting the initiative taken by CREDAI Pune is imminent."
According to Rohit Modi there is an approximate 500 construction sites with a manpower strength of about 2.5 to 3 lacs that needs to be going through the process of skill development.
NCR is spread over a larger geographical area in comparison to other cities. Hence, there are options on which CREDAI team is working. Suggested models of training include setting up of skill centers in which workers will undergo skill education sessions spread over a period of one week to three weeks.
However, this would involve the financial side as the worker will have to come to the training center, instead of going to work to earn wages. The worker would have to be compensated with the wages or stipend. This would add to the cost of skill development which would be borne by the developer.
Another option for training that seem to be more practical as on date is to go for mobile training facility says Geetambar Anand, Chairman of ATS Infra. "If the mobile facility is adopted, mobile vans would be made ready to visit construction sites and train manpower by way of visuals, documentaries and practical guidance. In this case the mobile van would be equipped with the training facilities and the trainers specialized in different trades such as masonry, plumbing, electrical etc."
CREDAI informed that the cost factor and the feasibility is still being explored. Different skill centers available in and around NCR are being visited and once such center at Hapur in UP is maintained by L&T.
In his address Minister of Urban Development, Housing and Urban Poverty Alleviation, Parliament Affairs M. Venkaiah Naidu expressed the willingness of the government to promote skill development and to have favorable policies towards real estate development.
He said, "Present situation demands real estate to be recognised as an Industry. Easing policies on land acquisition, reduction of interest rates on housing and promoting skill development of construction workers should be the priorities of any government."
Rajiv Pratap Rudy, Minister for Skill Development underlined the contribution of the present government saying that it is the first time any government has designated separate ministry for skill development. This is an indicator to how serious the government is towards empowering the skills of our manpower.
Referring the agenda of 'skilled India' adopted by CREDAI, he said proposals from bodies like CREDAI are welcome to draft the rules and facilities for skill development policy.
With present government in the center taking skill development as a a priority, CREDAI is hopeful of some favorable policy decisions including allocation in budget to finance these skill development activities.

Supreme Court upholds land acquisition in Noida, Greater Noida.
-- Major relief to home buyers and builders in Noida --
The Supreme Court on Thursday upheld land acquisition that was done in Noida and Greater Noida by the respective local authorities between 2006 and 2009, bringing relief to thousands of home buyers but dealing a blow to farmers.
The apex court dismissed all petitions that were filed against land acquisition in the area by farmers and said that no land will be returned back.
