Thane: Mhada now plans to make Kalwa affordable housing hub

The Maharashtra Housing and Area Development Authority (Mhada) is planning to turn Kalwa into a hub of affordable housing in the state by constructing one of the biggest economically priced complexes here, Cabinet Minister Jitendra Awhad informed.

Speaking to the media in Thane last week, he said the department was working out a plan to procure a disputed land belonging to a now defunct engineering company spread over 100 acres in Kalwa (east).

The company had shut down few decades back and the issue of compensating its stakeholders is still pending in Court.

“The land is under litigation but Mhada is ready to settle the dues and purchase the land to construct one of Maharashtra’s biggest housing projects comprising 29,000 flats for the low, middle and high income group. In addition, nearby slum settlements and encroachments could also be brought under the fold,” said Awhad.

He said the idea is to project Kalwa as a place for affordable housing. “We plan to ensure flats that are being sold for over a crore would be available at a fraction of the cost,” Awhad said.

Realtors body CREDAI-MCHI on Tuesday 01 June 2021, demanded that the Maharashtra government should reduce stamp duty to 2 per cent in Mumbai for reviving housing demand amid the COVID-19 pandemic.

In this regard, the association has written separate letters to addressed Udhav Thackeray, Chief Minister of Maharashtra, Ajit Pawar, Finance Minister and Deputy Chief Minister of Maharashtra, and Balasaheb Thorat, Revenue Minister of Maharashtra.

CREDAI MCHI, which has over 1800+ member developers, requested the State Government to reduce the stamp duty at 2 per cent in Mumbai till March 2022.

Maharashtra government had in September 2020 announced a 2-3 per cent cut in stamp duty. It was valid till March this year.

In support of its demand, the association mentioned the slowdown in housing sales and the drastic reduction in stamp duty revenue collections for the State Government

CREDAI MCHI said that the downward trend is set to continue with numerous genuine buyers sitting on the fence due to higher transaction costs.

The industry body highlighted that the decision to reduce the stamp duty in August 2020 helped the sector immensely.

"However, the move to not extend the stamp duty rebate beyond March and the outbreak of the second wave has led to extremely subdued homebuyer sentiments as well as decreased collections for the authorities, with both Property registrations and stamp duty revenue collections down by 70 per cent in May as compared to March," the association said.

Deepak Goradia, President, CREDAI MCHI, said the association requested for an extension of the reduction beyond March to ensure that the momentum of this industrial and economic revival stays on its tracks.

"However, in the last couple of months, we've seen a steep downward trend in inquiries and sales, hampering not just the steady progress made by Real Estate but also the 250+ ancillary industries which come into play due to industry's strong multiplier effect," he added.

Goradia said the state government should realise the need for a stamp duty rebate to enhance homebuyer sentiments and also increase its own revenue collections.

Maharashtra state government is unlikely to extend the stamp duty waiver of 2% beyond March because of revenue losses.

Maharashtra revenue minister Balasaheb Thorat told TOI that the government had announced the stamp duty waiver to give a boost to the ailing realty sector. “There has been a good response over these months and it reflected in the tally of the state registration department. The maximum registrations were recorded in December. However, the state has suffered revenue losses and we cannot continue with the waiver beyond March,” he said.

The state government had announced a 3% waiver on stamp duty from September to December last year and a 2% waiver from January to March in 2021 to boost the realty sector during the pandemic.

The real estate developers had requested the state government to extend the stamp duty waiver till the end of this year to keep the momentum going for the real estate sector. Most of the realtors had even absorbed the stamp duty charges to ensure speedy registrations.

Credai national vice-president Shantilal Kataria had said the government should continue with the stamp duty waiver and should not increase the ready reckoner (RR) rate in April. “While the sector has been suffering, the pandemic only made it difficult in the early months last year. It is only after the stamp duty waiver that the registrations have picked up,” Kataria had said.

Registration department officials stated that the peak of registrations was achieved in the last couple of months and it was unlikely to be as high henceforth. “There has been a dip in registrations and revenue in January,” said an official.

The target revenue collection was earlier reduced to Rs15,000 crore this financial year as against the normal Rs28,000 crore every fiscal. After the registrations picked up and the revenue collection increased, there was an upward revision of the revenue target to Rs22,000 crore this financial year, said an official from the registration department
