| Maharashtra has announced a new framework to speed up the redevelopment of over 19,000 ageing and unsafe pagdi buildings in Mumbai, many of which were built before 1960 and are stuck in disputes or delayed projects. The policy assures tenants Floor Space Index (FSI) equal to the area they occupy and safeguards their rehabilitation, while offering extra FSI for economically weaker and low‑income groups to enable cost‑free reconstruction of their homes.

Landlords will receive FSI corresponding to their land ownership, with unused FSI allowed to be converted into Transferable Development Rights (TDR) to improve project feasibility. To unlock redevelopment, the state plans dedicated fast‑track courts to resolve nearly 28,000 pending tenant‑landlord cases within three years, although a formal Government Resolution is still awaited.
