Moreover, with this step of demonetisation, banks are again going to be flushed with liquidity of approx. 15 lakh crores and will be compelled to lend aggressively .To do that ,they will have to lower interest rates. Demonetising currency has also removed surplus liquidity from the market and this in turn will result in low inflation .We expect that the RBI would definitely, in the coming months ,reduce the REPO rates by at least 2% so that a home loan would come down to at least come down to 7% .The home loan rates coming down to such levels of sub 7% in the next year or so, the atmosphere will become more like the west where home loans are available at 5%. and below .Unlike the western countries, India has a documented shortage of housing and homes ,an aggressive domestic demand for real estate.This essentially means that in the presence of a lower home loan interest regime, a larger pool of home buyers would avail loans to buy the home they always wanted. This could be made possible in as soon as the next six to twelve months. The housing industry will start to grow at a rapid pace while concurrently being in compliance with transparency and fair practices like RERA .
We appeal to potential home buyers to understand the long term effect and benefit of this great move and not be misled into believing that property prices will fall. Currently the real estate market is at its best possible price point with no further margin with the developers to reduce prices. Now it is the responsibility of financial institutions to enable home buying during such an optimum scenario....

नई दिल्लीः पीएम मोदी ने एक बेहद धमाकेदार ऐलान कर दिया
है जो देश की आर्थिक स्थिति में जोरदार बदलाव लाएगा. आज
आधी रात से 500 रुपये और 1000 रुपये के नोटों को बंद कर दिया
जाएगा. यानी आज आधी रात से 500 और 1000 रुपये के नोट
चलना बंद कर दिए गए हैं. पीएम मोदी ने आज देश के नाम संबोधन
करने का अचानक ऐलान करके सबको चौंका दिया और इस संबोधन
को आर्थिक महत्व से जोड़कर चौंका दिया.
30 दिसंबर 2016 तक आपके पास जो भी 500 और 1000 रुपये के नोट
हैं वो बैंक और डाकघर में जमा कर सकते हैं. 10 नवंबर से 30 दिसंबर
2016 के बीच आप बैंक, डाकघर में नोट जमा कर सकते हैं.
एक और बड़ी खबर है कि इसी फैसले के चलते 9 और 10 नवंबर को
एटीएम काम नहीं करेंगे और आपको कैश की जरूरत है तो 100 रुपये के
नोटों का बंदोबस्त कर लें. 9 नवंबर और 10 नवंबर को आप एटीएम से
2000 रुपये से ज्यादा कैश नहीं निकाल सकते.
जानें पीएम ने बड़ा ऐलान करते हुए क्या कहा
आज पीएम मोदी ने देश के संबोधन में एक बड़ा ऐलान किया.
पीएम ने कहा, ”देश को भ्रष्टाचार और कालेधन को खत्म करने के
लिए एक सख्त तदम उठाना जारी हो गया है. आज रात 8.11.2016
की आधी रात से 500 और 1000 रुपये के नोट कानूनी रूप से अमान्य
होगें. आज रात से 500 और 1000 के नोट महज कागज के टुकड़े रह
जाएंगे. 500 और 1000 के नोट के अलावा सभी नोट पूर्व की तरह
मान्य होंगे. इससे भ्रष्टाचार के खिलाफ लड़ाई को मजबूती
मिलेगी. 500 और 1000 रुपये के पुराने नोट 10 नवंबर 2016 से लेकर 30
दिसंबर 2016 तक बैंक या डाकघर में जमा करवा सकते हैं. ये 50 दिन
का समय है. पैसा जमा करवाने की कोई जल्दबाजी नहीं होगी.”
पीएम ने कहा, ”तत्काल आवश्कता के लिए आप अपने मान्य
पहचान पत्र के साथ किसी बैंक या डाकघर से 4000 रुपये तक की
सीमा तक बदल सकते हैं. 10 नबंबर के बाद इस सीमा में बढोतरी की
जाएगी.”
पीएम ने कहा, ”मानवीय दृष्टिकोण से सामन्य नागरिकों के लिए
कुछ सुविधाएं दी जा रही हैं. अस्पतालों में 11 नवंबर 2016 की
मध्यरात्रि तक अस्पताल, रेलवे, बस और हवाई टिकट काउंटर पर
पुराने 500 और 1000 रुपये नोट मान्य होंगे. इसके अलावा पेट्रोल
पंप पर भी 11 नवंबर 2016 की रात 12 बजे तक पुराने 500 और 1000
रुपये नोट मान्य होंगे.”
पीएम ने कहा, ”मैं आज आपसे कुछ महत्वपूर्ण विषय और निर्णय
साझा करूंगा. जब आपने हमें 2014 में सत्ता सौंपी थी उस समय देश
की अर्थव्यवस्था ऐसी थी कि चर्चा थी कि ब्रिक्स में स्थित I
लुढ़क रहा है. आप सभी के सहयोग और भरोसे से आज विश्व में भारत
ने अपनी चमकती उपस्थिति दर्ज कराई है. ये सिर्फ दावा नहीं है,आवाज़ IMF और वर्ल्ड बैंक से गूंज रही है. हमारी सरकार गरीबों
को समर्पित है और रहेगी. हमारा मूल मंत्र है सबका साथ सबका
विकास ये मूलमंत्र हमेशा रहेगा.”

*FINALLY, CENTRAL GOVT NOTIFIES REAL ESTATE ACT 2016*

_10 things to know about Real Estate Regulatory Authority_

*01) Ongoing Projects also to come under RERA*
For ongoing projects without Completion Certificate (CC), developers will have to deposit 70% of the amount collected from homebuyers in a separate bank account within 3 months of registering a project with RERA.

*02) Equal Penalty*
In case of delays, developers will be required to pay compensation to the allottees with an Interest Rate of SBI’s highest Marginal Cost of Lending Rate plus 2%. This effectively means a developer will have to pay interest rates of 11 to 12 % in case of a delay in project delivery.

*03) Imprisonment*
The rules also contain clauses providing for compounding of punishment with imprisonment for violation of the orders of Real Estate Appellate Tribunal against payment of 10% of project cost in case of developers and 10% of the cost of property purchased in case of allottees and agents.

*04) No Discrimination*
Discrimination in sale of properties on any grounds will also not be entertained under the new rules. Adjudicating Officers, Real Estate Authorities and Appellate Tribunals shall dispose of complaints within 60 days

*05) Transparency*
For ongoing projects that have not received Completion Certificate (CC), the developers will have to make public the original sanctioned plans with specifications and changes made later, total amount collected from allottees, money used, original timeline for completion and the time period within which the developer undertakes to complete the project.

*06) Sale on Carpet area*
The promoter shall also be required to declare the size of the apartment based on carpet area even if it was sold earlier on any other basis.

*07) Financial Capacity*
For registration of projects with the authorities, developers will be required to submit authenticated copy of PAN Card, annual report comprising audited profit and loss account, balance sheet, cash flow statement and auditors report of the promoter for the immediate three preceding years, authenticated copy of legal title deed, copy of collaboration agreement if the promoter is not the owner of the plot. The promoter will also has to declare information regarding the number of open and closed parking areas in the project.

*08) Construction Status*
The promoter will also have to upload details regarding number and type of apartments or plots, status of the project with photographs floor-wise, status of construction of internal infrastructure and common areas with photos, status of approvals received and expected date of receipt, within 15 days of expiry of each quarter on the project website.

*09) No Income Tax returns required*
In a departure from the draft rules, the requirement of disclosing Income Tax returns has been withdrawn in the final rules keeping in view the confidentiality attached with them and as pointed out by legal experts and promoters.

*10) Detailed Description on RERA website*
In addition to this, the Real Estate Regulatory authorities will also publish information relating to profile and track record of promoters, details of litigations, advertisement and prospectus issued about the project, details of apartments, plots and garages, registered agents and consultants, development plan, financial details of the promoters, status of approvals and projects etc., on the RERA website.
