Slowdown hits as soften

The Indian economy is not in the best of health. The real estate market has felt the impact of the slowdown and been subdued for a while now.

But is it headed for a crash as some prospective buyers seem to believe?

The National Housing Bank's Residex (residential index) seems to indicate that India's real estate market has managed to weather the downturn so far. For instance, over one- and two-year periods, the index shows a sharp rise in property prices in Delhi, Mumbai and Bangalore.

However, the much-awaited price correction seems to be finally happening. In the April to June quarter, house prices fell in 22 out of 26 cities tracked by the Residex compared with the January to March quarter.

"The primary reasons for the slowdown are strict monetary regulations due to high inflation, the central bank's new norms for lending to the real estate sector and property prices touching peak levels," says Vineet Singh, Business Head, 99acres.com, a property listing website.

Does this mean the trend will continue?

There may not be a uniform trend across the country as the real estate market is localised and each location has its own dynamics.

For instance, in Hyderabad, prices have fallen because of the political turmoil while in Kochi prices have softened with the drop in the amount of money repatriated by non-resident Indians.

Many areas of Delhi, mostly prime South Delhi locations, have seen a price fall of 10-12 per cent in January to June compared with the year-ago period, according to a report by CBRE South Asia, a property consultancy. In contrast, prices have risen marginally in Noida, a Delhi suburb, while there has been a 5 per cent price rise on the Noida-Greater Noida Expressway.

Prices have remained more or less stable in most Mumbai localities but there has been reasonable appreciation in the suburban locations, according to CBRE .

"In Mumbai, Western Suburbs, Extended Eastern Suburbs, Navi Mumbai and Thane saw capital appreciation of 8-11 per cent (in January-June) as compared to the second half of 2012. Prices in North Bangalore rose 8-10 per cent, while the more established Central, Off Central and Southern locations witnessed an increase of 4-6 per cent in the premium segment," says the CBRE South Asia report.

Builders, meanwhile, continue to launch new projects and use innovative marketing to improve sales. "Despite the poor economic sentiment, residential supply spiked during the January-June period. More than 65,000 units were launched in the leading cities compared to about 48,000 during the second half of 2012," says the report.

Most of the new launches have been in emerging locations in the peripheries of the big cities. "In metro cities, there is a trend of big builders offering discounts on existing projects or launching new projects at subsidised rates, due to which the small builders are following suit," says 99acres.com's Singh.

Analysts say property prices will remain under pressure for some time but are bound to rise in the long term. The shortage of housing in urban India supports their assessment.

First-time buyers should go ahead with their plans to purchase property, say financial planners. The house helps you save on rent as well as get tax benefits, they point out.

Investors, of course, need to be more careful. Stay away from high-priced properties as demand for affordable properties is much more than that for the premium ones.

picks up in NCR, sales up 18 per cent in Jan-Jun

"During H1 2013, the NCR residential market witnessed a total absorption of 35,000 units showing an increase of 18 per cent from H1 2012. This increase in sales can be ascribed to the high number of project launches in the affordable category," property consultant Knight Frank India said.

The absorption in Greater Noida rose almost four times compared to the same period in 2012 suggesting a strong demand for affordable options, it added.

Greater Noida witnessed sales of 14,300 units in H1 2013, against 3,750 units in the year-ago period. The absorption levels dipped in both Gurgaon and Noida, largely due to increasing unaffordability of housing options available in these markets.

"The NCR market is striving for a better equilibrium. Developers are focusing on project completion and deferring new launches," the consultant said.

Knight Frank said that sluggish buyer sentiments have discouraged sales in some areas, but locations like Dwarka Expressway, Noida Expressway and Greater Noida would continue to lure investors.

On supply side, nearly 49,000 units were launched during the January-June period, showing increase of 11 per cent compared to H1 2012.

Nearly 5.4 lakh residential units are under construction in the NCR market. The unsold inventory is pegged at about 1.32 lakh units, comprising unsold units in ready as well as under construction projects.

"The NCR residential market indicated signs of stability in H1 2013," Knight Frank India Chairman and Managing Director Shishir Baijal said.

The developers are keeping new launches in check in order to bridge the supply and demand gap, he added.

"Over the past two years, the NCR market has experienced a fall in launches by nearly 40 per cent compared to the peak levels of 2010. Both short term and long term moving average of launches confirm a plummeting trend," Knight Frank's Chief Economist & Director Research Samantak Das said.

"However, demand has recently stabilised and improved in the last few quarters, which sketches a healthy residential market scenario for NCR and if the supply-demand gap tapers further, the region is likely to face an upward pressure on property prices," he added.

owners oppose civic body’s tax formula

MUMBAI: Mumbai-based Property Owners Association is going to challenge the Municipal Corporation of Greater Mumbai’s recently revised basis and method of property tax computation.
The Bombay High Court has admitted the association’s plea while allowing the civic authority to file its reply by November 11. This matter will be clubbed along with the petitions of Bombay Hospital Trust and five Parsi trusts that challenged the stringent tax levied by the civic authority.
Property owners are opposing the revised method of property tax computation.
The association is representing over 8,000 members across Maharashtra. “The outcome of these cases is likely to impact hundreds of Mumbai properties owned by individual property owners, charitable trusts and religious entities and the methodology of computing taxes for these properties,” said Homiar N Vakil, partner of Mulla & Mulla & Craigie Blunt & Caroe, a law firm representing property owners and Parsi trusts in the matter.
The petition is seeking a stay on implementation of the revised basis and method of property tax calculation.
According to the petition filed by the association, the levy of property taxes under the said Act should take into account the paying capacity of the owner of the property. Earlier, five Parsi trusts based in Mumbai also approached the court challenging the civic authority’s notices on property tax levied on the base of capital value as against ratable value.
The earlier tax calculation system which was applicable until April 2010 was based on a ratable value, while the new system will be based on the capital value of the property factoring the ready reckoned value.
Ratable value of the property represents the annual rent which the property is leased out for. Under the new system, for commercial properties the tax rate is fixed at 1.3 per cent of capital value, while for the residential segment it is 0.35 per cent. “Under the earlier system, charitable organisations were offered certain concessions and those are not available in the new capital value system.

‘Premium may fall soon on inventory pile-up’.

MUMBAI: Investorscan look forward to premium housing units getting cheaper by up to 20 per cent and gold prices rising significantly this festive season, says a financial advisory firm.
“We are expecting premium housing projects to get cheaper by up to 20 per cent… Potential buyers will not have to negotiate discounts, since realty companies are in all probability going to make such announcements,” a Delhi-based financial advisory firm InvestCare said in a statement.
The high inventories can soon impact cash-flow for realtors, adding that depending on the project, a cut up to 20 per cent could be possible.
“A cut in prices is definitely possible for premium housing units. If companies can cut prices, it will help bring back buyers to the market despite the weak environment”, its Managing Director Ajit Mishra said.
Company’s director Samar Vijay said sales of premium housing units have fallen sharply and companies are sitting on huge inventories. Since premium units fetch huge margins to builders they can afford to offer discounts to get rid of the inventories, he adds.
The situation is very different from mass market units, he said, adding since builders have a lot more financial muscle they can hold on to the prevailing high prices. They are open to negotiated deals with potential buyers, which can help cut down price for the buyer, InvestCare said.
On gold prices, it said: “Gold prices could inch up after the compromise announced on the US government shutdown and the continuing uncertainty there. In the event of the debt ceiling being raised, the US Fed will have to print more dollars, pushing gold prices up further.”
Since the US debt is rising and is likely to tread up further, we are confident that gold prices will go up substantially from current levels to around Rs 35,000 mark, he added.
