🏡 Montenegro's Property Market Is No Longer a Secret — And the Numbers Prove It For years, savvy investors called Montenegro "Europe's best-kept secret." That window is closing fast.

Here's what the data shows for mid-2026:
📈 Prices are surging. Property values jumped 20%+ in the past 12 months. The best-performing micro-markets — Porto Montenegro (Tivat), Dobrota (Kotor Bay), and Bečići (Budva) — are posting annual gains of 22–28%.
🏗️ Supply can't keep up. Coastal buildable land is running out. New construction is lagging behind demand, and Montenegro's central bank has officially called this a "hot" market fuelled by foreign investment and credit.
🇪🇺 The EU factor is real. 13 of 35 accession chapters are provisionally closed. EU Enlargement Commissioner Marta Kos has called closing all chapters by end of 2026 "achievable." Membership target: 2028–2030. Investors who wait for the headline will pay a very different price.
🛂 New residency threshold — €150,000. Montenegro updated its property-based residency rules in January 2026, raising the minimum qualifying investment. The earlier €250K citizenship-by-investment program is gone; this is what replaced it for lifestyle relocators.
