As from 1 July
Under the 2025 budget, foreign investors purchasing residential property under schemes like the Smart City Scheme or Property Development Scheme will now pay a 10% registration duty, which is an increase from the previous 5%. When selling the property, they will be subject to a land transfer tax of 10% of the property’s value or 30% of the profit from the sale, whichever is higher. This also applies to resales. This is double the current amounts.

The Mauritius Revenue Authority (MRA) has launched the registration process for the implementation of a tourist tax of 3 euros per night, applicable from October 1. This budgetary measure aims to promote sustainable tourism, with expected revenues of more than 1.7 billion rupees.
According to official figures, 110 hotels, 929 tourist residences, 200 guesthouses, and two estates are currently registered with the Tourism Authority. However, thousands of tourist residences still operate informally, although they are also subject to this tax and are required to register by September 25.
Tourists staying in Mauritius from October 1st will be required to pay this tax, with the following exceptions: Mauritian residents, members of the diaspora holding a local passport, holders of a residence permit or a Premium Visa, as well as children under 12 years of age. This tax also does not apply to visitors staying in Rodrigues.
Accommodation managers will be required to submit a monthly report to the MRA, detailing the number of tourists received and the amount collected, to be paid in euros. In the event of non-compliance, the tax authorities will impose penalties of up to 10% of the amount due, monthly interest, and fines of up to 500,000 rupees, including imprisonment.
