Things have definitely changed at the Sonoyta port of entry for the time being. The alcohol regulations are not new. Aduanas is stringently enforcing existing laws. According to the regulations, it is mandatory to declare any alcohol upon entry into Mexico, which currently entails turning left as soon as you enter Mexico and park in the inspection area. Legally, it is too late when you declare the alcohol when they are inspecting your vehicle. There are new digital signs, but none indicate where to declare items. Compliance with the limits of 3 liters of alcohol and 6 liters of wine seems to vary from agent to agent. Some let it pass, others don't. My advice is to bring as little alcohol as possible or none at all to avoid any more delays at the border. One positive note is that you are being directed to pay at the window and receiving a stamped official receipt. The tax fee is not going into any pockets.
