Malaysia has one of the most extensive networks of subsea pipelines in Southeast Asia β€” carrying oil, gas, and water across our offshore waters and coastal zones. Many of them are ageing. And many of them are not being inspected as regularly as they should be.

History β€” including our own β€” has given us some very expensive lessons on what happens when underwater pipelines are left unchecked.

πŸ”΄ Langkawi Submarine Water Pipeline, Malaysia β€” The Crisis in Our Own Backyard

You do not have to look as far as the Gulf of Mexico. There is a cautionary tale running through Malaysian waters right now. A 36-kilometre submarine pipeline carries treated water from the mainland to Langkawi Island, supplying more than 60 percent of the island's daily water needs. The pipeline is nearly 30 years old.

At its worst, the pipeline recorded a leakage rate of 55 percent β€” equivalent to 33 million litres of treated water wasted every single day into the sea. An independent audit found 23 separate leak points along the line, caused by aging, anchor strikes from vessels, and fishing trawler activities dragging nets across the exposed pipe.

Since 2020, the state-owned concessionaire SADA has repaired 42 new leak locations at a total inspection and repair cost of RM3.1 million β€” conducting works only within specific tidal windows, with Marine Department approval required.

The cost of full replacement? Up to RM1 billion β€” a figure the Kedah state government has acknowledged is currently beyond reach. An immediate RM50 million has been allocated just to patch what can be patched for now.

A 30-year-old submarine pipeline. Forty-two documented leak points. Thirty-three million litres of treated water lost daily at peak. A billion-ringgit replacement bill.

The lesson is the same whether it is Alaska, the Gulf of Mexico, or the Strait of Malacca: the cost of neglecting an underwater pipeline does not stay constant.
